Rights activist, Bako Abdul Usman says delay in Kaduna State council polls is rape on democracy

A top official of Campaign for Democracy (CD), Comrade Bako Abdul Usman, has chided the Kaduna State government for not holding local council election till this year. It is belated and a rape on democracy, he said.He said it would amount to a big waste of resources and public funds to conduct local government elections less than 16 months to the end of the four- year tenure of All progressives Congress (APC) administration.

The rights activist spoke on the attitude of Governor Nasir El-Rufai on the conduct of the council election while also reacting to a recent statement credited to Kaduna State Independent Electoral Commission (KAD-SIECOM) that it has acquired thousands of electronic voting machines for the poll as it awaits the House of Assembly to resume deliberation.

Usman further expressed dismay over what he described as the unseriousness of the commission, pointing out that the elections would have been held since 2015 when APC came on board.He spoke further: “They said they’re ready now but the law is not ready on ground. They came out with particular date at one time or another but were later canceled because LG law was not documented and passed by the state assembly. Now they say they’re ready, how ready are they.”He queried whether the commission was independent as it claimed or dancing to the tunes of the government in power.

According to him, any state coming up with LG polls at a time when party primary elections are about to commence, moreso in council areas, has a hidden agenda. He remarked: “It is political; 389 councilors won elections in Osun State. It is those who will work and win elections for the state governor in 2019. Unless a governor is afraid of defeat, any seating governor conducting LG elections at this time is preparing for 2019.”

He was however optimistic that in a free or unfair contest, it would be difficult to win all LG seats for APC in the state due of sharp differences which made Southern Kaduna so much align with PDP.

Usman added: “Even if it happen, it’s not enough to conclude that the governor will have it easy in general elections because the southern Kaduna people have made up their mind and are not ready go with him.

“With due respect to Governor el-Rufai, some of his policies and programmes, are so harsh and difficult for the people to bear. He should let go the LG elections and prepare for his 2019. He does not believe in LG. As chairman who headed APC committee on restructuring, what is the outcome of the report and whether LG was spared?
