SERVICOM has failed, files still missing, says Ama Pepple

Former Head of Service of the Federation, Ama Pepple, has said that Service Compact with All Nigerians (SERVICOM) initiated by former president Olusegun Obasanjo in 2004, ‎to specifically enhance service delivery, has failed to live up to expectations.

Pepple who decried the development, said ‎despite the change agenda propagated by the President Mohammadu Buhari-led administration to do things differently, files are still missing, files are still being piled in one office or the other untreated, indiscipline, corruption and inefficiency still loom large in the public service sector.

She lamented that despite concerted efforts by the Obasanjo administration to raise the standard of service delivered by the public service to the citizenry, it has continued to receive criticisms from left, right and centre over poor delivery.

Pepple spoke yesterday at the opening of a two-day National Policy Dialogue on service delivery with the theme: ‘Efficient and effective service delivery in governance: Imperative for driving the change agenda, which held at the State House Conference Center, Abuja.

The former Head of Service of the Federation contends that prompt service delivery is the right of every Nigerian, adding that the only government policy that would have redeemed the damaged reputation of the public service which is SERVICOM, has failed, lamenting “there seems to be no salvation for the service.

“ I would say that SERVICOM‎ has not really achieved its objectives. What are the impediments to the success of SERVICOM?‎ Can the public service ever deliver prompt, fair, efficient and effective service? What is the way forward for SERVICOM‎ since this government is determined that we should not continue with our old ways? We use the expression it is no more business as usual. These are the questions I believe we can find answers to at the end of this forum.”

Secretary to the Government of the Federation, Babachir Lawal, said the objective of the forum is to explore ways that would enhance citizen-focused service delivery by providing avenue for the exchange of ideas to advance improved service delivery as a direct outcome of the Change Agenda.

The Head of Service of the Federation, Winifred Oyo-Ita, in her remarks said the launch of the “Change begins with me” campaign and the resuscitation of quarterly Civil Service lecture series, was a demonstration of the commitment of the administration that it was no longer business as usual in the public service.
