FOLLOWING the reluctance of medical doctors to treat accident and gunshot victims until police reports are obtained, the Inspector General of Police (IGP), Solomon Arase has directed that henceforth, all such cases be given the required medical attention before contacting the police.

The directive was given yesterday in a statement issued by the Force Public Relations Officer (FPRO), Emmanuel Ojukwu. It said that because of the fear of being implicated by the police, most times victims of such unfortunate incidences die due to lack of emergency medical attention.

The statement added that IGP Arase “enjoined members of the public including medical personnel to attend to accident victims and persons with gunshot injuries and thereafter, inform the police for necessary action”.

Because of the prevailing need to ensure the safety on Nigerians, the statement further instructed that “doctors on duty are equally duty bound to treat victims of gunshot wounds and further inform police of relevant facts.”

Good man, Mr. Arase. Previously, Nigerians seemed to be afraid of helping victims of armed robbery, shootings, road accidents and so forth for the right reasons and no body should blame them. Now, a true change has come with IGP Arase making positive changes in the country. It is good to praise the good works that good and professional police officers are doing in Nigeria while we keep condemning the actions of a few “criminals” among them. Welcome to a modern and civilized policing in what is supposed to be a true democratic society. Bravo, Mr. Arase and more grease to your elbows.

The IG is right, but Nigeria is still like a country in stone age where emergency medical services has no meaning. Emergency medical services is a collaboration between the police, paramedics, the fire services and the hospital accident and emergency ward in the management of accident victims or acutely sick. So, in an incident of gun violence or motor vehicle collision, the police, paramedic, fire services, and the hospital are together involved to save the victim, because a victim only has an hour (Golden Hour) of opportunity to survive. Even the police oftentimes have paramedics embedded in them during operations to provide immediate care for the injured police officers, or crime victims, or the suspects.

The open ended statement cannot easily change the traditional behaviors of the Hospital Workers because the genesis of this problem came from the assertive authority of the Police in the past that Accident Victims generally must have Police Reports which scare Good Samaritans . Therefore , it should be made mandatory through the Act of Parliament and not open ended statement from IGP. The IGP should sponsor a Bill to criminalize who fails to attend to Accident Victims in the Hospitals. We have heartless and hopeless workers in the Nigeria Hospitals.
