GOVERNOR Kashim Shettima of Borno State has warned 48 sworn-in commissioners and council chairmen against dereliction of their “constitutional responsibilities and duties,” including the feeding of Internally-Displaced Persons (IDPs) before they return to their respective destroyed towns and villages in the state.

Shettima gave the warning at the swearing-in ceremony of 21 commissioners and 27 local councils caretaker committee chairmen at the Multi-Purpose Hall of Government House, Maiduguri.

He said he would not hesitate to remove any commissioner or council chairman found wanting in the discharge of responsibilities of serving the people that had already been seriously affected by the six-year Boko Haram insurgency.

His words: “Entering and loitering at the Government House is over. We expect commissioners to be at their duty posts; and to come to the premises of seat of government when they are required to do so.

“We warn local council chairmen to be in their respective council headquarters. And believe me, I will not even think twice to remove any chairman or commissioner found wanting in the discharge of his or her responsibilities. We expect the chairmen of Ngala, Gwoza and Kala/Balge to immediately relocate to Yola, in Adamawa State where we have over 10,000 Internally-Displaced Persons (IDPs) from Borno. I will personally join you next Monday and ensure that the IDPs are evacuated back home.”

On the state of IDPs in Maiduguri, the governor said: “Our people even in the best of times are the poorest of the poor; and Boko Haram has pauperised our people. No one involves in the talks about the poor and all other issues seriously affecting the lives of our people.

“The glaring fact is that our people are poor. Even the issue of food security is a huge challenge for our people. Maiduguri population has swelled from a million to over two million people.

Meanwhile, Governor Shettima yesterday assigned portfolios to the newly-sworn in 21 commissioners with immediate effect.

The commissioners’ portfolios and postings were contained a statement by the Secretary to the State Government, Alhaji Usman Jidda Shuwa, which was made available to newsmen yesterday in Maiduguri.
The statement reads in part: “The following postings along with their portfolios take immediate effect as Adamu Alhaji Lawan has been assigned Commissioner for Works and Transport, Inna Galadima for Poverty Alleviation and Youth Empowerment, Yerima Lawan Kareto will head Trade, Investment and Tourism.

“Others are Usman Ali Zanna for Local Government and Emirate Affairs, Mohammed Aliyu Dilli to Agriculture and Natural Resources, Zainab Gimba takes Water Resources, Dr. Haruna Mshelia steers the Health and Human Services, Sugum Mai Mile (Land and Survey) and Babagana Tijjani Bank for Housing and Rural Electrification.”

Shuwa in the statement also said: “Others include Ahmed Usman Jaha as Commissioner for Higher Education, Abubakar Ibrahim Babale assigned to Sport Development Ministry, Mohammed Kauji takes the Finance, Budget and Planning Ministry, Fanta Baba Shehu (Women Affairs and Social Development), Musa Inuwa Kubo to head the Ministry of Education, Waziri Imam (Environment), Kaka Shehu Lawan continues to head the Ministry of Justice and Magaji Wandeo for Animal Fisheries and Develoment ministry.”

The posting also include Ali Abatcha for Inter-Governmental and Special Duties while Dr. Babagana Umara Zulum heads the newly-created Ministry for Rehabilitation, Reconstruction and Resettlement (MRRR).
