Three things were effective done wrong by the power sector and the government. 1, The investor weren’t properly vetted to ensure they had the capacity, finance and personnel to handle the work load. They also failed to completely and thoroughly understand the depth of the decay in the power sector. 2, The regulators failed in regulating the sector and being operational in there mandates. They allowed the investors to try to recover their investment prior to providing the services. For year miscrosoft provided product and services at a loss to it customer. All this was done to introduce the product, develop more knowledge and clients, and to perfect their product. NERC allowed the power investor to try to recover their investment without providing the product or updating their infrastructure. 3, you can’t provide a services or sell a product without actually knowing how much you sold, who you sold it, and when you sold it. The lack of metering by the Disco is the sole reason for the state of electricity in the country. NERC failed to enforces the contract to make discos provide meters, and to only charge for the services or product provided. They are still failing at this core issue, because once again, they have allowed an increase in the traffic, without a clear mandate to meter the clients in a timely manner. metering allows for a couple of things. it provide an effective knowledge of who is using the electricity, where the electricity was sold, how much is owed, it prevent theft of electricity and allows collection of what is being owed. To fail in the core issue of metering and collection of revenue, is the beginning of all the value chain failing.
