FRC urges corps members to champion fiscal accountability

The Fiscal Responsibility Commission (FRC), on Monday, called on corps members of the National Youth Service Corps (NYSC) to become ambassadors of accountability and transparency in public finance, as part of a renewed effort to instil fiscal discipline among Nigeria’s emerging leaders.

Executive Chairman of the Commission, Bar. Victor Muruako, in a statement following a sensitisation campaign held across NYSC Orientation Camps in six states and the Federal Capital Territory (FCT).

The initiative, led by Muruako, is part of the Federal Government’s broader fiscal reform agenda. It aims to educate corps members on the principles of fiscal responsibility, transparency, and prudent public finance management.

According to the Commission, complementary reforms such as the Treasury Single Account (TSA), Bank Verification Number (BVN), Public Procurement Act, and the Infrastructure Concession Regulatory Commission Act have contributed to advancing the prudent and transparent use of public funds in recent years.

Since its inception, the FRC has made significant progress, including a notable increase in remittances from Government-Owned Enterprises (GOEs), which rose from ₦200 billion in 2018 to over ₦2 trillion by 2024. The Commission also conducts nationwide project verification to ensure government spending translates into real benefits for citizens.

Muruako said: “The core mission of the FRC’s visit was to empower Corps Members with knowledge about Nigeria’s fiscal reform journey and to inspire them to play active roles in promoting transparency and accountability in governance.

“Standing here reminds me of my own NYSC days. I wish I had access to this kind of critical information back then; it would have shaped my path much earlier.”

He explained that Fiscal Responsibility is the cornerstone of good governance, defined by transparency, accountability, and prudence in the management of public funds.

He noted that Nigeria has transitioned from a system based on discretionary decision-making to a more structured, rule-based fiscal governance model, guided by law.

A key feature of the campaign was a deep dive into the Fiscal Responsibility Act (FRA) of 2007, the law that established the FRC. The legislation introduced several critical components of modern fiscal governance,

He added, “The Medium-Term Expenditure Framework (MTEF), Strict borrowing and debt management rules, Guidelines for use of excess revenues, Oversight mechanisms for budget preparation, execution, and evaluation”

Muruako explained that the FRA forms the bedrock of Nigeria’s modern public finance architecture and remains the most important fiscal law underpinning national economic stability.

The FRC reaffirmed its commitment to nurturing a generation of fiscally conscious citizens and sees this campaign as an investment in Nigeria’s future leadership and economic integrity.
