Transforming Yobe State – The Mai Mala Buni administration’s legacy of progress

Yobe State has been in the news for positive reasons in recent times. The Secretary to the Yobe State Government (SSG), Baba Malam Wali, recently briefed journalists on the developments in the state. Based on the briefing, it is imperative to acknowledge and celebrate the monumental strides made under the leadership of Governor Mai Mala Buni in Yobe State.


Since assuming office on May 29, 2019, Governor Buni has steered the state through turbulent waters, emerging with a record of achievements that have touched every sector of governance and public life. The administration’s commitment to security, infrastructure, education, healthcare, and economic development has positioned Yobe as a beacon of progress in the region.

Restoring Security and Peace

One of the most profound achievements of the Buni administration is the restoration of security and peace in areas previously ravaged by insurgency. When Governor Buni took office, many communities in Gujba and Gulani Local Government Areas were inaccessible due to insurgent threats. Through a combination of federal support, the bravery of security forces, local vigilante efforts, and the unwavering prayers of the people, normalcy has returned to these areas. Reconstruction, resettlement, and rehabilitation have been actively pursued, with significant developments in communities like Buni-Yadi and ongoing efforts in Malamdunari. Today, people in almost all parts of the state can pursue their legitimate activities without fear, a testament to the administration’s dedication to peace and stability.

Revolutionizing Governance

The governance sector in Yobe State has seen a remarkable transformation under Governor Buni. The administration has focused on manpower training, increasing internally generated revenue, and strengthening financial systems. The implementation of reforms such as the Integrated Payroll and Personnel Information System (IPPIS), State Fiscal, Transparency, Accountability, and Sustainability (SFTAS), and the Electronic Government Procurement System (e-GP) has minimized leakages and improved efficiency. These reforms have not only earned commendations from the Federal Ministry of Finance and the World Bank but also secured a $5 million grant for the state.


Infrastructure Development: Building Roads and Bridges

Despite limited resources, the Buni administration has made significant progress in road construction and rehabilitation. Completed projects include the rehabilitation of Katarko-Goniri and Siminti-Godowoli roads, with ongoing work on Geidam-Bukarti, Bayamari-Yunusari, and Yunusari-Kanamma roads. New intercommunity road projects, such as the Damaturu-Kalallawa dual carriageway and township roads in major towns, are set to open up communities for enhanced socio-economic activities. In total, over 500 kilometres of roads are being constructed, which is a testament to the administration’s commitment to connecting Yobe’s diverse regions and fostering economic growth.

Housing for All: The Mass Housing Policy

Addressing the housing needs of Yobe’s citizens, the administration’s Mass Housing policy has seen the construction of 2,350 houses across the state. The houses, offered at a fifty per cent discount on an owner-occupier basis, cater to civil servants and the general public. The provision of the homes with basic amenities demonstrates the administration’s dedication to improving living standards and ensuring that all citizens have access to affordable housing.

Revitalizing Education

The education sector in Yobe State, once devastated by insurgent attacks, has been revitalized under Governor Buni. Recognizing the critical need for educational reform, the administration declared a state of emergency in education, leading to the establishment of new schools and, the construction of classrooms, laboratories, ICT centres, and hostels. Over 4,000 teaching and non-teaching staff have been recruited, and 26,000 teachers have undergone training to enhance their capacities. The sustained school feeding program, prompt payment of counterpart obligations, and support for students studying nationwide and abroad have significantly increased school enrollment and educational pursuit at all levels. The integration of Tsangaya schools further highlights the administration’s commitment to inclusive education.


Healthcare: Advancing Medical Services

Governor Buni’s administration has made significant strides in healthcare delivery. With a vision of achieving universal health coverage, the administration has completed and commissioned 140 primary healthcare centres. The launch of 88 tricycle ambulances has improved access to healthcare in remote areas. The establishment of the Yobe State Contributory Healthcare Management Agency (YSCHMA) and the Yobe State Drugs and Medical Consumable Management Agency (YODMA) ensures that over 300,000 people receive affordable healthcare, with substantial investments in medical supplies. The construction of a well-equipped Maternal, Newborn, and Child Health Complex at the Yobe State University Teaching Hospital, with a 300-bed capacity These efforts aim to make Yobe a hub for medical tourism, reducing the need for citizens to seek medical treatment abroad.

Energy and Transport: Enhancing Connectivity

The completion of the Muhammadu Buhari International Cargo Airport marks a significant milestone in Yobe’s transportation sector. The facility not only facilitates the transportation of livestock and agricultural products but also meets international standards for safe landing and take-off. The administration’s purchase of new buses and cars to boost inter and intra-city transportation and the electrification of 25 villages further enhance connectivity and economic activities across the state.


Boosting Commerce and Industry

The reactivation of key industries such as the Sahel Aluminum Company, Yobe Flour and Feed Mills Company, and the Pre-stressed Concrete Pole Company reflects the administration’s commitment to industrialization. Modern markets have been commissioned, and ongoing projects like the Potiskum Truck Transit Park and Mega Shopping Mall in Damaturu are set to boost commercial activities. There are also efforts to establish Sesame seed processing factories to leverage Yobe’s agricultural strengths for economic growth.

Agricultural Transformation

Agriculture remains the backbone of Yobe’s economy, and Governor Buni’s administration has implemented policies to modernize and enhance agricultural productivity. Initiatives include the procurement and distribution of subsidized fertilizers, the introduction of modern farming machinery, and the establishment of Livestock Development Centers. There are also existing partnerships with the Chad Basin Development Authority and the World Bank to improve agricultural development and food security in the northeast state.


Wealth Creation and Empowerment

To address youth restiveness and empower citizens, the administration created the Ministry of Wealth Creation, Empowerment, and Employment Generation. Through this ministry, various vocational tools and equipment have been distributed to foster entrepreneurship and self-sufficiency. The initiative aims to stimulate economic growth and create employment opportunities, particularly for the youth and women.

As Governor Buni continues to consolidate on the achievements of previous administrations and pursue new initiatives, the future of Yobe State looks promising.
