
The Nigerian government has taken steps to reform its civil service by learning from Singapore, known for its efficient public service systems.
In January 2025, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, led a delegation of 20 State Heads of Service and Federal Permanent Secretaries on a four-day study tour to Singapore.
The visit focused on public service delivery and examined aspects of Singapore’s civil service, recognized for its innovation, efficiency, and impact on national development.
Ambassador Gabriel Tanimu Aduda, Permanent Secretary of the Ministry of Defence, highlighted critical lessons from the visit. He noted that Singapore’s civil service places significant emphasis on anticipating and addressing future challenges through strategic planning. It fosters a strong sense of community and collective responsibility for national progress. Despite limited natural resources, Singapore has demonstrated resilience and turned challenges into opportunities for growth. Regular policy reviews ensure consistent improvement, and the focus on developing a skilled and adaptable workforce has sustained its competitiveness.
Ambassador Aduda praised Mrs. Walson-Jack for organizing the initiative, describing it as a significant effort to enhance Nigeria’s civil service. “The knowledge gained will improve governance and service delivery,” he stated.
He confirmed that the delegation would apply the lessons learned to improve public sector performance and service delivery in Nigeria.
The Ministry of Defence and other agencies involved in the tour emphasized its importance in fostering an efficient and citizen-focused civil service.
