The Aig-Imoukhuede Foundation, in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS), has launched the second edition of its Federal Civil Service Directors’ Training Programme, aimed at enhancing policy development and review skills among senior civil service executives.
The programme, delivered by Pan-Atlantic University and held in Abuja, focuses on equipping Federal Civil Service Directors with practical tools to draft, review, and evaluate policies that are evidence-based, citizen-focused, and impactful. This year’s edition builds on the 2024 programme, which concentrated on leadership, project management, and communication skills, by adding a deep dive into effective policy writing.
Speaking at the opening ceremony, Chioma Njoku, Director of Programmes at the Aig-Imoukhuede Foundation, described Civil Service Directors as “the architects of policy within the Civil Service.” She added, “When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery, and tangible improvements in citizens’ lives. This programme is an investment in Nigeria’s future.”
The training will combine practical techniques in policy drafting with real-world case studies demonstrating how effective policy design can improve service delivery, such as streamlining regulations for local businesses or ensuring timely distribution of essential health supplies.
Mrs. Eluemuno Olumagin, Vice Chairperson of the OPTS HR Subcommittee, highlighted the programme’s broader significance, stating, “For us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest, and create jobs. By funding and partnering on this programme, we are investing in capable public leaders whose strategic decisions can unlock growth, foster stability, and improve life for millions of Nigerians.”
The second edition of the programme is expected to strengthen the capacity of Civil Service Directors to manage the full policy lifecycle, from conceptualisation to review, within the Nigerian public sector context, ultimately supporting more effective, citizen-centred governance.
