The Lagos State Infrastructure Maintenance and Regulatory Agency (LASIMRA) say s it has commenced the enumeration of communication towers and masts across Lagos.

It said the initiative was being carried out in collaboration with the Association of Licensed Telecommunications Operators of Nigeria (ALTON).

This was made known in a statement jointly signed by the Chief Executive Officer of LASIMRA, Oyekanmi Elegusi, and Mr. Gbenga Adebayo, the ALTON Chairman, on Tuesday in Lagos.

According to LASIMRA, the primary objective of the exercise is to update the agency’s database with accurate and comprehensive information on all communications, telecoms, radio, television and security infrastructure within the state.

It said the effort would not only enhance regulatory oversight but also ensure the safety and well-being of all residents by identifying and addressing any potential structural or environmental concerns associated with masts and towers.

“We urge all stakeholders, including telecom operators, broadcasting companies, banks, security companies, property owners, and the general public, to cooperate fully with our team of enumerators during this exercise.

“Your support is crucial in achieving a safer and more efficient telecommunications landscape in Lagos,” LASIMRA said.

Also, ALTON noted that it was pleased to collaborate on such an important initiative.
The association said the project was vital for addressing public safety concerns raised by the Lagos State Government regarding abandoned communication towers.

It added that the project would also deliver significant benefits to the industry and the broader public.

“The Lagos City Mast and Tower Enumeration Project aims at developing a comprehensive and up-to-date database of all communication towers in Lagos State.

“Many towers are owned by non-telecommunication entities such as broadcasting companies (television and radio stations), government agencies, emergency services (police and military ) and financial institution, among others.

“This corrects the public misconception that all towers belong to network operators.

“The Lagos State Government has highlighted the need to address critical issues related to public safety, structural integrity, and the potential risks associated with abandoned towers,” ALTON said.

It said that the enumeration exercise would clearly help identify and distinguish telecom operators’ towers from those owned by other entities, thereby enabling better regulatory oversight.

ALTON added that the exercise would also improve infrastructure management and further action by the Lagos State Planning Authorities.

It said the initiative, which was endorsed by the Nigerian Communications Commission (NCC) and jointly sponsored by ALTON members, demonstrated commitment to self-regulation, proactive risk management, and safeguarding public interest.

“By maintaining a robust and secure infrastructure in Lagos State and across the nation, this project will strengthen industry-led solutions, enhance our reputation, and foster stronger relationships with regulators and stakeholders.

“The initiative will also serve as a framework for similar future projects in other major cities across Nigeria as we proceed to Phase Two,” ALTON said.
