Rivers State Governor, Siminalayi Fubara, has reaffirmed his administration’s commitment to completing the 62.65-kilometre Port Harcourt Ring Road project despite financial setbacks that had slowed progress.
Speaking during an inspection tour of sections of the project, Fubara said the state government remained resolute in its determination to deliver the landmark infrastructure, which he described as one of the most significant in the state’s history.
He confirmed that Julius Berger Nigeria Plc, the project’s contractor, had remobilised workers to the site after discussions between the company and the state government.
“Julius Berger has always been a stakeholder in the infrastructural development of Rivers State, and we trust they will continue to be,” Fubara said. “Although we have not concluded all discussions, I can confirm that they have moved back to site. Let me make this promise to our good people of Rivers State: this project that we started, by the special grace of God, we are going to complete it.”
The governor acknowledged that the project had suffered delays due to funding gaps but assured that work had resumed fully, reinforcing his administration’s focus on delivering key infrastructure across the state.
According to the site engineer, Mike Andrae, Julius Berger has resumed major works, including the completion of bridge structures on Flyovers 1 and 3, after which asphalting will commence.
“Right now, we have bridge works to complete on Flyovers 1 and 3. On Flyover 5, only asphalting remains,” Andrae said. “When we signed the contract, we had mid-2026 to deliver the project, but with the delays encountered, we now expect completion by December next year.”
Spanning 50.15 kilometres, the dual carriageway links six local government areas, Port Harcourt, Obio-Akpor, Ikwerre, Etche, Eleme, and Ogu-Bolo, and features six flyovers and a river-crossing bridge. Awarded in July 2023 with a 36-month completion timeline, the Port Harcourt Ring Road project is designed to decongest traffic, connect key industrial zones, and stimulate economic growth in Rivers State.
