Senate confirms Aminu Yusuf as population commission chairman

The Senate has confirmed the appointment of Aminu Yusuf as chairman of the National Population Commission (NPC), alongside two commissioners.

The confirmation followed the presentation of a report by Senator Victor Umeh, chairman of the Senate Committee on National Identity and National Population, during Tuesday’s plenary.

Umeh said the nominees were screened on October 14, 2025, and were found competent and qualified for the positions.

“The committee did not receive any petition or criminal complaint against any of the nominees, they have demonstrated readiness for the job for which they were nominated,” Umeh said.

The confirmed appointees include Yusuf from Niger State as chairman, Joseph Haruna Kigbu from Nasarawa State, and Tonga Betara Bularafa from Yobe State as commissioners.

According to Umeh, the committee verified relevant documents such as curriculum vitae, clearance certificates from the Code of Conduct Bureau, police reports, and Department of State Services (DSS) background checks before the screening began.

He added that the nominees presented their vision statements and professional experiences during the session, which was followed by a question-and-answer segment assessing their competence and understanding of population management.

“The committee members critically analysed their documents, qualifications, and overall presentations. We found them suitable and capable of carrying out the responsibilities of their offices,” Umeh said.

Senator Tony Nwoye from Anambra North seconded the motion for the confirmation of the nominees.

The Senate subsequently resolved into the committee of the whole to consider the report, after which Senate President Godswill Akpabio conducted a voice vote.

The nominations were approved unanimously.

“Accordingly, the appointments of Aminu Yusuf from Niger State as chairman, Joseph Haruna Kigbu from Nasarawa State, and Tonga Betara Bularafa from Yobe State as commissioners are hereby confirmed,” Akpabio declared.

Aminu’s appointment came after the approval by the Council of State, in a meeting chaired by President Bola Ahmed Tinubu, on the 9th of October

The council also approved an increase in the revenue deduction from the Federation Account to the Police Trust Fund (PTF) from 0.5 per cent to 1 per cent.

Additionally, the council cleared 959 individuals for national awards and approved 175 convicts for consideration under the presidential prerogative of mercy.

Aminu takes over from Nasir Isa Kwarra, who was appointed in 2020.
