AfDB, IsDB launch $263.8m road, erosion control project in Abia

The African Development Bank (AfDB), in partnership with the Islamic Development Bank (IsDB), the Federal Government of Nigeria, and the Abia State Government, has launched a $263.8 million integrated infrastructure project aimed at improving road networks, urban mobility, and environmental resilience in Abia State.

The initiative, officially launched on July 11, 2025, targets the rehabilitation of over 248 kilometres of roads in Umuahia and Aba, along with erosion control and waste management improvements. The AfDB disclosed the details in a statement on Wednesday.

According to the statement, the project is structured as a co-financing arrangement. The AfDB is contributing $115 million—$100 million from its ADB window and an additional $15 million from the Canada-AfDB Climate Fund. The IsDB is providing $125 million, while the Nigerian federal government has allocated $23.8 million in counterpart funding.

“This transformative initiative is designed to address longstanding infrastructure gaps in Abia’s urban centres. It will modernise transport systems, restore critical erosion sites, and stimulate private-sector participation in solid waste management through public-private partnerships,” the statement said.

Governor Alex Otti, speaking at the launch, said the project marks a major milestone in the state’s development goals.

“The fruits of development are richer when supported by partners who believe in your vision. This effort supports our drive to improve healthcare, education, and economic productivity,” he said.

Dr. Abdul Kamara, Director General of AfDB’s Nigeria Country Department, described the project as people-centred.

“This is about reducing travel time, boosting household incomes, improving access to essential services, and creating space for entrepreneurs—particularly women and youth—to thrive,” he said.

The initiative is expected to create over 3,000 temporary jobs during construction, with 30 per cent allocated to women. Once operational, about 1,000 permanent positions will be created, half of which will be reserved for youth recruited through the State Youth Road Maintenance Corps. The programme is designed to engage local engineers from each of the 17 Local Government Areas in Abia.

The infrastructure upgrade comes as the state continues to face pressure from rapid urban growth and aging infrastructure. The AfDB noted that both Umuahia and Aba have suffered from limited investment in roads, environmental protection, and waste services, which has undermined public health and productivity.

As part of the implementation, the project will include support measures such as training for women and youth entrepreneurs, HIV/AIDS awareness, financial management improvements, and resettlement assistance where needed.

Dr. Akande Oyebola, Assistant Director at the Federal Ministry of Finance’s International Economic Relations Department, said the partnership reflects shared development priorities. “This project is an important step toward meeting national infrastructure and economic goals,” he said.

Abia State Commissioner for Works, Otumchere Oti, said the government is committed to ensuring transparency and accountability throughout the project cycle. He assured that monitoring systems are in place to track progress and safeguard outcomes.

The AfDB stated it will continue to provide technical assistance and oversight through its Nigeria Country Department and sector teams to support the project’s successful delivery.
