Senate panel considers bill to establish green goal marshals

The Senate Committee on Ecology and Climate Change is considering enacting enabling legislation to establish green goal marshals to address the devastating effects of climate change in the country.

Designed under the framework of Nigeria’s Nationally Determined Contributions (NDC 3.0) and climate resilience plans, the Green Goal Marshalls Program under ECO2RUPPERS Nigeria seeks to unlock national transformation through youth-led green economy innovation, climate-smart development, and community-rooted sustainability solutions.

The chairman of the committee, Senator Seriake Dickson, welcomed the establishment of green goal marshals, which is in line with the Sustainable Development Goals (SDGs)
“This program shows what is possible when strategic vision meets community action. Every Green Goal Marshall is a local hero. Together, they form a movement that is changing the developmental destiny of Nigeria. The Senate is committed to expanding support and integrating this initiative into the national SDG and climate framework,” he said.

The Deputy Chairman of the committee, Senator Heebah Ireti Kingibe, described the ECO2RUPPERS Nigeria initiative as more than a youth initiative, since it represents a revolution in how the country localizes the Sustainable Development Goals (SDGs).

Kingibe, who represents the Federal Capital Territory (FCT) in the upper legislative chamber, assured that her Committee will proudly support legislation and policy reforms that ensure these marshals have the backing they need—from land access for greening projects to youth-targeted green bonds.

Mr. Victor Wilkinson Agih, Global Director, ECO2RUPPERS Africa Programme, remarked that when young people are trusted as designers, leaders, and implementers—not just beneficiaries of sustainability action, nations move faster and fairer.

He remarked that with 60 million Green Goal Marshalls, ECO2RUPPERS Africa is proving that youth are not just the future—they are the force behind the future.
“Every tree planted, every family helped, every plastic bag collected… adds up. The ECO2RUPPERS model is Nigeria’s youth-powered moonshot for the SDGs,” he added.

Spread across Nigeria’s 774 LGAs, these youth marshals are trained to design, implement, and scale local SDG-aligned projects as each marshall is expected to deliver or coordinate at least one verified local SDG action annually, culminating in 60 million+ grassroots SDG interventions by 2026, 15 Million Hectares of Land under reforestation and regreening.

ECO2RUPPERS Nigeria is a National Youth Volunteers for Green Economy Development Programme, launched to harness the transformative power of Nigeria’s 77.4 million youth in building a resilient, just, and green economy.

By combining volunteer action, systems leadership, and innovative green finance mechanisms, the initiative creates a pipeline of empowered youth climate leaders with the skills, tools, and platforms needed to drive Nigeria’s transition toward a regenerative and inclusive future.
