Enugu pushes for digitised documentation reform

The Enugu State Housing Development Corporation (ESHDC) has launched a fully digitised land transaction and documentation system, marking a major milestone in the modernisation of land administration in Enugu State. 
  
This reform, introduced under Gov. Peter Mbah’s governance modernisation agenda, is designed to improve transparency, efficiency, and accountability in land management. The new system streamlines property verification, digital payments, workflow coordination, and the issuance of Certificates of Occupancy (C-of-O), eliminating delays and inefficiencies associated with manual processes.
  
Beyond technology, the digitisation drive reflects a deeper institutional shift toward building systems that work better for citizens while strengthening public trust in government operations.

Adenike Okebu, a key figure in the reform process, has been instrumental in embedding accountability and audit-driven restructuring within ESHDC. With a professional background spanning EY Nigeria, Deloitte, BUA Group, Platform Capital, and Pinnacle Oil and Gas, she brings a rare blend of Big Four audit expertise, corporate governance experience, and public-sector reform capability.
