INVITATION TO TENDER

(TECHNICAL AND FINANCIAL)

1. INTRODUCTION

The National Board for Technology Incubation (NBTI) is an agency of the Federal Ministry of Innovation, Science and Technology that provides infrastructural facilities for the commercialization of research and development results, thereby enabling a comprehensive ecosystem vital to the industrial development of the nation.

NBTI hereby invites interested, reputable and competent contractors/suppliers with relevant experience and a good track record to submit bids for the under-listed 2026 capital projects.

2. PROJECT LOCATION

3. ELIGIBILITY REQUIREMENTS

• All documents submitted must be transmitted with a covering/forwarding letter on the company’s/firm’s letterhead bearing, among other things, the Registration Number (RC) issued by the Corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM) and e-mail address. The letterhead must bear the names and nationalities of the directors of the company and be duly signed by an authorized officer of the firm.
• Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including the Memorandum and Articles of Association and Form CAC 1.1 (or CAC 2 and CAC 7).
• Evidence of the company’s Tax Clearance Certificate for the last three (3) years — 2023, 2024 and 2025 — valid until 31st December, 2026.
• Evidence of a current Pension Compliance Certificate valid until 31st December, 2026.
• Evidence of a current Industrial Training Fund (ITF) Compliance Certificate valid until 31st December, 2026.
• Evidence of a current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid until 31st December, 2026.
• Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of a verifiable, valid Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP).
• A sworn affidavit disclosing whether or not any officer of the relevant committees of NBTI or of the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder, and confirming that all information presented in the bid is true and correct in all particulars.
• The company’s audited accounts for the last three (3) years — 2023, 2024 and 2025.
• Evidence of financial capability to execute the project from a reputable commercial bank, indicating willingness to provide a credit facility for the execution of the project when needed.
• Company profile, including the curriculum vitae of key staff to be deployed for the project and copies of their academic and professional qualifications.
• Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of award, valuation certificates and, where applicable, job completion certificates and photographs.
• For the supply of equipment: a letter of authorization from the Original Equipment Manufacturer (OEM) is required.
• For ICT jobs: evidence of current licence/accreditation with the Computer Professionals Registration Council of Nigeria (CPN) and the National Information Technology Development Agency (NITDA).

All documents submitted must be paginated and arranged with a table of contents following the order of the eligibility criteria above.

4. COLLECTION OF TENDER DOCUMENTS

Tender documents are obtainable from the Procurement Department, NBTI Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja, upon payment of a non-refundable tender fee of N10,000.00 (Ten Thousand Naira) per lot into the National Board for Technology Incubation Remita account at any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS

Each bid must be submitted in two separate sealed envelopes — one clearly marked “Technical Bid” and the other “Financial Bid” — both enclosed in a single outer sealed envelope. The relevant lot must be marked at the top left-hand corner of the outer envelope, and the reverse of the envelope must bear the name and address of the bidder.

The bid must be addressed to the Director-General/CEO, NBTI Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja, and dropped in the designated tender box at the Procurement Department at the same address, not later than 12:00 noon on 21st May, 2026.

6. BID OPENING

Only the technical bids will be opened immediately after the submission deadline, at 12:00 noon on 21st May, 2026, at the National Board for Technology Incubation Headquarters, Block C, 4th Floor, Federal Secretariat, Phase II, Abuja. Bidders and/or their representatives, as well as members of the public and relevant professional bodies, are invited to witness the opening.

7. IMPORTANT NOTICE

• This advertisement shall not be construed as a commitment on the part of the National Board for Technology Incubation (NBTI).
• Applicants are entirely liable for the veracity of the documents they submit.
• No bidder is entitled to make any claim and/or seek any indemnity from NBTI by virtue of having responded to this advertisement.
• Bid documents may also be collected in soft copy, and bidders may submit through post (courier services).
• Only bidders pre-qualified at the technical evaluation stage will be invited at a later date for the financial bid opening; the financial bids of unsuccessful bidders will be returned unopened.
• NBTI is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability, in accordance with Section 28 of the Public Procurement Act, 2007.
