Operators in race to beat January data localisation deadline

For Nigeria’s financial sector, the countdown to January 1 has shifted from a routine regulatory advisory to a high-stakes operational test.

Following the Central Bank of Nigeria’s (CBN) data localisation directive issued in mid-2026, every licensed bank, fintech, mobile money operator and payment processor in the country must ensure that payment transaction data generated within Nigeria is stored and managed within domestic borders.

With an estimated $850 million currently leaving the country yearly to power foreign cloud dependencies, the regulator’s message is unequivocal: Nigeria’s financial data must remain on sovereign soil.

Industry analysts noted that for over a decade, Nigerian financial institutions built their digital platforms atop international hyperscalers like Amazon Web Services (AWS) and Microsoft Azure.

Insider sources pointed out that transitioning high-throughput financial microservices requires tier-1 engineering resilience, a threshold where even minor latency spikes or infrastructure failures can compromise customer trust and invite severe regulatory sanctions.

To beat the last-minute rush for the January deadline, banks, fintechs and other players in the financial sector have been advised to commence early migration.

This advice was given by the Chief Executive Officer of Open Access Data Centres (OADC), Dr Ayotunde Coker, who further warned that delays could pose operational risks as the January deadline nears.

Coker emphasised that the Central Bank of Nigeria’s directive requiring financial institutions to host payment data locally should not be met with complacency despite the six-month window.

The OADC boss stressed that financial institutions should not wait until the last minute to begin their migration planning, noting that the process involved critical considerations, including equipment lead times, system compatibility, and operational continuity.

Coker expressed confidence that Nigeria had sufficient data centre capacity to accommodate the anticipated influx of financial services data, noting that major players, including OADC, Rack Centre, Equinix, and Digital Reality, had significant capacity available, with expansion plans already underway.

The CEO dismissed concerns about capacity constraints, stating that data centres typically maintain immediate availability for clients while planning expansion trajectories based on demand.

Coker concluded with a call to action for the industry, saying: “The infrastructure is ready, the cloud players are ready, and the interconnection capability is there. There’s no reason to delay. Let’s get on with the process of figuring out what you need to do and getting it done.”

In a recent media interview, Managing Director of Galaxy Backbone, Prof. Ibrahim Adeyanju, said to build a truly data-driven economy, Nigeria must adopt a whole-of-government and whole-of-ecosystem approach anchored on three priorities: policy, investment and collaboration.

Firstly, he said the country needs forward-looking policies that encourage data sharing across government while maintaining the highest standards of privacy, security and trust.

“Interoperability standards, robust data governance frameworks and policies that support digital public infrastructure will be critical to unlocking the full value of data for national development.

“Second, strategic investment in resilient digital infrastructure is essential. This includes expanding high-speed broadband connectivity, strengthening sovereign cloud capabilities, scaling secure data centres, enhancing cybersecurity and developing digital platforms that enable seamless access to government services. Equally important is investing in digital skills to ensure our workforce is equipped to harness the opportunities of a data-driven economy.

“Third, stronger collaboration between government, the private sector, academia, development partners and the innovation ecosystem is indispensable.”
