The leadership tussle in the Head of Service (HoS) staff Cooperative Society Limited over N30 million leftover in its accounts and 5.2 hectares of landed property located at Apo Mechanic Village in Abuja is threatening the existence of the society.

The land was acquired by the cooperative with over N4.25 billion in 2015 during the first tenure of Mr. John Chargu as the president of the association between February 2017 and February 2019.

Until 2019 when the infighting broke out, the cooperative had over 800 registered civil servants in its pool as against fewer than 300 financial members.

The Guardian gathered that one of the factions was loyal to Chargu while the other was backing Mr. Katsina Terfa as a parallel president.

It was also gathered that the management of the HOS is pitching its tent with Terfa as the legally elected president.

Speaking on the crisis, Chargu, who accused the management of being biased, frowned on the head of service’s backing of Terfa.

“He is the troublemaker. He fell out with me because he wanted me to make him the land committee chairman where he could have free access to sell land at will before he finally retires from service. In the past, we had five various committees and each time they sat, we paid each member N5,000. Though these are the rules in our bye-laws, we did not have enough money hence we stopped the arrangement.

“I was given a query by the HoS Deputy Director, Appointment and Career Progression, Mrs. Foluke Oni, for not accepting to hand over the leadership of the cooperative to Terfa. After answering the query, I was summoned by the senior staff committee. I was also detained with three other officers for a week.”

Responding to a telephone interview, Terfa said the claim of a second term tenure by Chargu was not only fraudulent but also baseless.

His words: “The HoS management told Chargu to vacate office and handover peacefully to me on December 14, 2020, but he has refused to comply. The management then asked that the office be forcefully opened by the police.”

Terfa insisted that he was duly elected on August 23, 2019.
