AdvoKC Foundation sues N’Assembly over ‘secretive’ budgets

Civic technology organisation, AdvoKC Foundation, has filed a lawsuit against the National Assembly and the Clerk of the Assembly at the Federal High Court in Lagos over their alleged refusal to disclose key legislative budget documents and sessional records.

The suit, marked FHC/L/CS/416/26, seeks to compel the legislature to release detailed information on its approved budgets for 2023 and 2024, as well as records of plenary sittings held by both chambers during the last legislative year.

The foundation said the legal action followed months of unsuccessful attempts to obtain the information through Freedom of Information (FOI) requests and public tracking of legislative transparency commitments.

According to the AdvoKC Foundation, the 10th House of Representatives had publicly pledged to publish sessional reports and budgets to enhance accountability. However, the group’s monitoring through its digital accountability platform, Promise Tracker NG, allegedly showed no evidence of implementation.

Speaking on the lawsuit, the organisation’s Project Director, Habib Sheidu, described the action as essential for safeguarding democratic governance and citizens’ right to information.

The foundation disclosed that on January 8, 2026, it had submitted two formal FOI requests to the National Assembly seeking comprehensive copies of the approved National Assembly budgets for 2023 and 2024. The requests covered personnel, overhead and capital expenditure components, alongside corresponding budget performance reports.

Through the suit, the foundation is seeking an Order of Mandamus directing the National Assembly and the Clerk to immediately disclose the requested budgets and sessional records.

The National Assembly had not issued an official response to the lawsuit as of press time.
