The Federal Roads Maintenance Agency (FERMA) has signed a Long-Term Strategic Framework Agreement (LSFA) with the Global Cooperation Promotion Research Centre (GCPRC), marking a new chapter in the country’s pursuit of sustainable road infrastructure development.
The agreement, signed at FERMA headquarters in Abuja at the weekend, formalises cooperation between FERMA and GCPRC, an international think tank established in Nigeria in February 2025 under the supervision of the Federal Ministry of Budget and Economic Planning.
GCPRC is dedicated to fostering global cooperation, advancing South-South partnerships, and deepening the China–Nigeria strategic relationship.
Under the terms of the agreement, both parties will collaborate in: repair and maintenance of federal road networks, road transportation security, and road asset management
The partnership aims to leverage international best practices, particularly China’s expertise in modern road construction and management, to accelerate the modernization of Nigeria’s transportation infrastructure in compliance with the country’s laws and standards. The collaboration also emphasises the adoption of modern and innovative road maintenance policies.

Speaking at the event, Dr. Emeka Agbasi, Managing Director/CEO FERMA, Dr. Emeka Agbani, noted that the MoU signing is a major milestone for the agency and country.
He said: “Our mandate has always been to maintain and improve the federal road network, and through this agreement with GCPRC, we are positioning ourselves to adopt global best practices in road asset management, maintenance technology, and capacity building. This collaboration will not only improve the condition and safety of our roads, but also strengthen Nigeria’s capacity to sustainably manage critical infrastructure well into the future.” Agbasi.
On his part, Head of GCPRC, Mr. Li Zhensheng, said the agreement reflects a shared commitment to development and partnership between Nigeria and China, stating: “GCPRC is proud to partner with FERMA on this strategic initiative. As a global think tank, we are committed to building bridges for cooperation, promoting technology transfer, and supporting Nigeria in achieving international standards in road maintenance and infrastructure management. This partnership is not only about roads, it is about economic growth, industrial integration, and deeper cooperation that benefits both Nigeria and China.”
