FG Bets ₦10bn on Housing, Expands Welfare Net for Civil Servants

In a bold move to ease the economic burden on public workers, the Federal Government has unveiled a ₦10 billion housing loan scheme alongside a sweeping welfare package for federal civil servants, just days ahead of the 2026 Workers’ Day celebration.
The initiative, announced on Friday by the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, marks what officials describe as a clear pivot from long-standing promises to tangible delivery under the administration of President Bola Ahmed Tinubu.

At the centre of the intervention is the housing loan programme, aimed at widening access to affordable home ownership for civil servants grappling with escalating housing costs.
Walson-Jack said the package reflects a renewed government focus on workers’ welfare, noting that Workers’ Day must translate into real gains for the workforce.

“Workers’ Day is not just a moment for reflection, but a time to recommit to improving the lives of those who serve the nation,” she said.
Beyond housing, the package includes enhanced financial incentives such as full Duty Tour Allowances for approved training, an upward review of Peculiar Allowances across grade levels, and increases in Estacode, Book Allowance, and other benefits to better reflect current economic realities.

The reforms were driven by coordinated efforts among key institutions, including the National Pension Commission (PenCom), Nigeria Social Insurance Trust Fund (NSITF), National Salaries, Incomes and Wages Commission (NSIWC), the Federal Mortgage Bank of Nigeria, and the Federal Government Staff Housing Loans Board.
Permanent Secretary, Service Welfare Office, Dr. Usman Garba, described the initiative as “all-encompassing,” stressing that improved welfare remains critical to boosting morale, productivity, and efficiency across the civil service.

A key highlight of the announcement was the signing of a Memorandum of Understanding between the Federal Government Staff Housing Loans Board and the Federal Mortgage Bank of Nigeria, a step expected to simplify and expand access to housing finance for civil servants nationwide.
The intervention comes amid mounting economic pressure on Nigerian workers, as rising inflation and living costs continue to squeeze household incomes.

Observers say the timing on the eve of Workers’ Day signals a strategic effort by the administration to rebuild confidence within the public workforce while advancing its broader social protection agenda.
