National Single Window: 39,039 apply for licences, permits in eight weeks

The National Single Window (NSW) platform has recorded the submission of 39,039 applications for licences, permits, certificates, and other documents (LPCOs) and over 7,500 users registered within the eight weeks of implementation.

Giving an update of the NSW performance since it went live on March 27, 2026, the Director and Project Head, National Single Window, Mr. Tola Fakolade, said the first phase focused on import permits and the deployment of a centralised payment and manifest processing system.

Providing performance figures at a press briefing on Friday at the Nigeria Revenue Service (NRS) office in Lagos, Fakolade disclosed that 7,567 users had registered on the platform, comprising 6,935 importers, 359 clearing and forwarding agents, 104 freight forwarders and 169 licensed customs agents.

He added that the LPCO submissions showed that the Standards Organisation of Nigeria (SON) accounted for 30,937 applications, followed by National Agency for Food and Drug Administration and Control (NAFDAC) with 7,942 submissions, National Environmental Standards and Regulations Enforcement Agency (NESREA) with 138 and the Nigeria Agricultural Quarantine Service (NAQS) with 22.

On cargo manifest submission, Fakolade disclosed that the Air Cargo Manifest module, which commenced pilot operations with DHL on March 27, had recorded 136 successful manifest submissions from seven airlines and courier operators.

He said the submissions included DHL with 121 manifests, Ethiopian Airlines with eight, RwandAir with three, Egypt Air with two, while British Airways and Royal Air Maroc recorded one each.

Fakolade added that more airlines had since been onboarded onto the platform, including Air Côte d’Ivoire and Delta Airlines, while plans were underway to ensure all airlines operating cargo services in Nigeria were integrated into the system by the first week of June.

He also disclosed that pilot testing for sea cargo manifests with Grimaldi was ongoing, with full onboarding of shipping lines expected after the completion of final testing exercises.

Fakolade said NSW teams commenced stakeholder training on February 4, 2026, across Lagos, Abuja, Port Harcourt and Kano to prepare MDAS and private-sector stakeholders for effective use of the NSW platform.

He said End User Training for private stakeholders is still ongoing to ensure that new users continue to receive the guidance required to fully understand the NSW platform and carry out their respective activities effectively.

The training programme, Fakolade said, has so far reached over 2,990 private sector stakeholders, including importers, exporters, freight forwarders and licenced customs agents and other private-sector users, while 579 representatives from Ministries, Departments and Agencies (MDAs) have also been trained.

He highlighted regulatory agencies trained to include NAQS, SON, NESREA, NAFDAC, FAAN and the Nigerian Shippers’ Council (NSC).

Fakolade acknowledged that the platform experienced operational and institutional challenges shortly after launch, particularly in April, but noted that most of the issues had been resolved.

Looking ahead, Fakolade said the next two months would focus on completing manifest rollout for all airlines and shipping lines, resolving Harmonised System (HS) code overlaps among regulatory agencies and commencing groundwork for Phase Two of the project, covering LPCOs for outstanding MDAs and export.

He added that the NSW was already improving regulatory compliance and revenue generation for participating agencies by reducing opportunities for circumvention of official procedures.
