Don urges healthy executive/legislative relationship

A SYMBIOTIC relationship between the Executive and Legislature engenders good governance, says Prof. Emmanuel Omeh of the Faculty of Law, University of Nigeria, Nsukka (UNN).

Omeh, who spoke during an induction workshop organised by the Enugu State Government for members of the House of Assembly, noted that with dialogue and lobbying, any friction could be resolved. He added that no government with a frosty executive-legislative relationship meets the aspirations of the people.

Apparently referring to the friction that followed the election of some principal officers of the House of Representatives, which was contrary to the ruling party’s directive, the law teacher explained that such ugly trend would always affect governance unless tackled effectively.

He argued that there is no clear division or demarcation of functions as intended by the constitution on separation of powers among the three arms of government. He told the lawmakers that in performing their functions, they may encroach on role of the executive, but it should not be cause for friction.
