NIWA tackles area offices over under-performance as officials sign bond

Managing Director of the National Inland Waterways Authority (NIWA), Bola Oyebamiji, has deplored the under-performance of some area offices, citing poor yearly revenue figures as low as N1 million to N2 million.
Describing the situation as unacceptable, Oyebamiji lamented that despite management’s provision of resources, incentives and training opportunities, expected revenue targets were not met.
Speaking at NIWA’s yearly retreat, held from February 7 to 8, the DG also addressed challenges in debt recovery, revealing that many area managers failed to cooperate with the debt recovery consultant appointed in 2024.
He noted that in some cases, debtors were either untraceable or provided inconsistent financial records, making recovery efforts difficult. Oyebamiji warned that financial irresponsibility would no longer be tolerated, emphasising that stricter measures would be enforced to ensure accountability and improve performance.
He stressed the urgent need for enhanced revenue generation across all NIWA offices. Calling for a renewed commitment from the management and staff of the brown water regulatory agency, Oyebamiji urged them to prioritise revenue growth, enforce accountability and improve operational efficiency.
Also speaking, the Minister of Marine and Blue Economy, Adegboyega Oyetola, outlined additional responsibilities for NIWA, including, increased revenue remittances from the Port Development Levy, in addition to the existing 50 per cent revenue deduction at source.
Others are improved service delivery to meet the expectations of the public and maritime stakeholders, as well as enhanced collaboration with sister agencies under the ministry to boost efficiency.
As part of efforts to enhance safety on Nigeria’s waterways, NIWA General Managers and Area Managers signed a performance bond with the MD, reinforcing a strict commitment to eliminating boat mishaps.
