The former speaker, Mudashiru Obasa, who was present on the assembly premises earlier in the day, was absent during the plenary.
The current speaker, other lawmakers, leaders of the Lagos State chapter of the All Progressives Congress (APC), including Chairman Cornelius Ojelabi, as well as the Attorney General of Lagos State, Lawal Pedro, held a meeting outside the chamber prior to the commencement of the plenary.

There has been a crisis in the assembly since January 13 when Obasa was impeached by members of the assembly.
Meranda was voted speaker of the house by over 30 lawmakers following this incident.
Normalcy has yet to return to the assembly since this event.
Months after this incident, Obasa still insists he was not removed as speaker.
