The Rivers State House of Assembly has approved the 2026–2028 Medium Term Expenditure Framework (MTEF) presented by Governor Siminalayi Fubara, setting the stage for the presentation of the state’s 2026 Appropriation Bill.
The lawmakers passed the document during Friday’s plenary after an extensive debate on its fiscal projections and policy direction.
Members described the framework as people-oriented, citing its focus on diversifying the state’s economy through the development of the non-oil sector and sustained investment in human capital.
They commended Governor Fubara for presenting what they described as a comprehensive economic roadmap, although they noted that a few grey areas would require further review.
The MTEF, which provides the fiscal framework and economic projections for the 2026 to 2028 financial years, was transmitted to the Assembly on Thursday, June 25, 2026, and subsequently subjected to legislative scrutiny.
Following the debate, Speaker Martin Amaewhule put the motion for its passage to a voice vote, with lawmakers overwhelmingly approving the document as the state’s working fiscal framework.
Amaewhule said the approval of the MTEF now enables Governor Fubara to present the 2026 budget proposal to the Assembly for consideration.
He assured that the Tenth Assembly would continue to support policies and programmes that would accelerate the development of Rivers State.
The Speaker also commended President Bola Tinubu for the removal of fuel subsidy, saying the policy had increased revenue available to the three tiers of government and enhanced their capacity to execute development projects.
The House later adjourned plenary until Tuesday, June 30, 2026, when it is expected to consider committee reports.
