UEFA have claimed they are unable to take any action over the racist chanting on the Paris Metro prior to the Champions League game between Paris Saint Germain and Chelsea on Tuesday night, because it happened away from the stadium.

A video has emerged of some Chelsea fans racially abusing a black man on a Paris train shortly before Jose Mourinho’s team drew 1-1 at PSG.

The Chelsea supporters refused to let the man get on the train at the Richelieu-Drouot station, while repeatedly chanting: “we’re racist, we’re racist, and that’s the way we like it”.

UEFA have now claimed that, even though they condemn all forms of discrimination, the incident is outside their remit.

“UEFA condemns all forms of discrimination and we are appalled by the incident which took place on the Paris Metro on Tuesday,” a statement read.

“However, as it occurred away from the stadium, it is outside UEFA’s remit to act. It is a matter for the local authorities to investigate further and UEFA supports any action that is taken.”

At the same time FIFA president, Sepp Blatter, has condemned the actions on his Twitter account.

Meanwhile, a report by the British Home Office has revealed that Chelsea’s supporters are the most racist in the Premier League.

Figures over the last 13 seasons reveal that Blues followers have been arrested 27 times for racist or indecent chanting, the most from any club to have played in the top flight in each those campaigns.

Over the seasons recorded by the government department, the club’s fans, who have committed the most offences in English football are Stoke City with 28, although that includes while the club were in the Championship and League One.

Leeds United, Sunderland and West Ham United’s fan base have each suffered 24 arrests while Tottenham Hotspur are the next Premier League club on the list with 18 fans having been detained by police.

The most fans from a single club arrested during a single term was West Ham in the 2012/13 season, a campaign which included an incident where fans were heard singing anti-Semitic chants towards rival Tottenham fans in November 2012.
