In 2022, a quiet milestone was remembered by the state coordinator, civil servants, and youth corps members in Imo State, Nigeria: the 10-year anniversary of one of the most transformative digital projects ever launched under the Imo State National Youth Service Corps (NYSC) program. At the heart of this revolution was Sulaimon Adebayo, a young technologist whose vision for a more efficient, inclusive, and tech-enabled public sector planted the seeds of long-term change.

Back in 2012, during his mandatory NYSC deployment, Adebayo observed a critical bottleneck in how the NYSC Imo State Secretariat handled corps member records. The system relied entirely on paper, leaving thousands of files vulnerable to damage, error, and inaccessibility. What followed was a self-led intervention that would set a new standard for digital public service delivery.

Adebayo independently designed and built a custom data management system, digitizing and streamlining the entire personnel record infrastructure. For the first time, NYSC administrators could securely create, access, and update corps member data with speed and accuracy. This innovation dramatically improved operational efficiency.

But the impact didn’t stop there. Recognizing a broader digital skills gap, Adebayo launched a year-long IT training and literacy program for NYSC staff and corps members. Hundreds of participants, many with little to no prior computer experience, were empowered with practical knowledge in office tools, data handling, and digital communication. The initiative bridged a significant skills divide and gave corps members marketable tools for life after service.

In recognition of this dual impact — technological transformation and grassroots digital empowerment — Adebayo was awarded the NYSC Imo State Honors Award, a rare distinction reserved for exemplary service and innovation.

Ten years later, NYSC officials continue to cite Adebayo’s work as a turning point in their digital evolution. What began as a civic duty became a legacy project that not only redefined what was possible during national service but also laid a foundation for modern governance in underserved regions.
