Builders seek framework for revised building law implementation

For sanity in the built industry, the Nigerian Institute of Building (NIOB) has called for a realistic framework for effective and sustainable implementation of the revised building law in Lagos State.

The Chairman of the Lagos State Chapter, Sunday Wusu made the call when he led members on a visit to the State’s Commissioner for Physical Planning and Urban Development, Dr. Idris Salako. He stated that to effectively transmit the new regulations into reality, the ministry must have a robust framework that is workable and understandable by all the built environment professionals.

Wusu lauded the ministry, and the State’s Governor, Mr. Babajide Sanwo-Olu, for taking into consideration the memorandum on the regulation and ensuring that most of the contributions from the Institute were captured in the new regulation.

He expressed faith in achieving a high degree of regulation and enforcement of the law stating that builders working for the ministry have been giving good report on the effort of the ministry to set standard for the State.

Wusu pleaded with the Ministry to review the mandate for professionals in the built environment especially the role of a builder as stated in the new regulations and charged the ministry to ensure that the new laws/regulation are put in the government’s gazette.

“A framework that will be sustainable is needed in such that live long after the honourable commissioner has left the office, and will still be functional even in the future. Every professional in the built environment should be given the opportunity to function effectively in this new law. Builders will strictly be professional and abide by this rule and regulation in carrying out their duties and would not go beyond their boundaries. “

“The builders will work in synergy with other professionals as enunciated in the law to ensure quality project delivery and zero tolerance of project failure and structural collapse. It is a case of shared responsibility and liability”, Wusu said.

Wusu emphasised the importance of a signed and sealed by CORBON for registered builders to be included in the checklist of documents to be requested and submitted for approval, which he observed has been missing out over the years despite that it is stipulated in the Revised LASBCA Regulation. While the issue of construction methodology, quality management plan, health and safety plan, must also prioritize for construction site.

On the issue of training and capacity building, he told the commissioner that institute has been partnering with the Institute of Occupational Safety and Health (IOSH) United Kingdom to train their members on Safety, Health and Environment for Construction Site Managers, annual Mandatory Continuous Professional Development (MCPD), Professional workshop and other skill acquisition programs for the Artisans of various cadre through Federal Government N-Power programme.

The chairman call on professionals in the housing industry to come together and strategise on training especially for registered builders and artisans to further improve their capacity and standard of the building production in the state.

He said, “This will act as a pointer towards reducing the menace of Building collapse as well as today challenges in the Building industry. He also promised that the Institute will from time to time update the register of the ministry in respect to Registered Builders qualify to practice.”

In his remarks, the commissioner thanked the builders for their contributions and assured professionals in the built sector that the recently revised building control law of the state would soon be gazetted for its effective operation.

He urged builders in the state to take wholesome charge of the new regulation because the law belongs to them.

While welcoming the builders, Permanent Secretary in the ministry, Dipe Adebayo, said the new regulation is prepared to achieve zero tolerance to building collapse within the state and restore sanity to the sector.

Adebayo observed the good performance of the builders in the ministry stressing that they are living up to the expectation.
