Enugu halts building permits for untitled properties

The Enugu State Government has placed embargo on the issuance of building clearance and approvals for properties without title documents, expressing dismay that a significant number of lands within the state had been issued building approvals without title documents.

The directive was given by Governor Peter Mbah, on Tuesday, according to a statement signed by the Secretary to the State Government (SSG), Prof. Chidiebere Onyia.

The statement reads in part: “All property owners seeking building approvals should possess valid, appropriate and registered title documents like a Certificate of Occupancy (C of O), old Deed of Lease, Deed of Assignment, Deed of Gift, Deed of Vesting Assent, Deed of Sub-lease, Power of Attorney, and Customary Right of Occupancy before Building Approval should be granted.”

According to the statement, the embargo was to halt unauthorised development, while encouraging property owners to obtain proper documentation, thereby promoting legal land ownership and ensuring that projects align with state regulations.

“All relevant authorities are required to adhere strictly with this directive. Failure to comply will result in disciplinary action and possible sanction against such personnel,” the government warned.
