[1] Now these be the last words of David. David the son of Jesse said, and the man who was raised up on high, the anointed of the God of Jacob, and the sweet psalmist of Israel, said,
[2] The Spirit of the LORD spake by me, and his word was in my tongue.
[3] The God of Israel said, the Rock of Israel spake to me, He that ruleth over men must be just, ruling in the fear of God.
[4] And he shall be as the light of the morning, when the sun riseth, even a morning without clouds; as the tender grass springing out of the earth by clear shining after rain.
1 Samuel 2:35
[35] And I will raise me up a faithful priest, that shall do according to that which is in mine heart and in my mind: and I will build him a sure house; and he shall walk before mine anointed for ever.
He that ruleth over men
“He” is a divine notation derived and originated as the image and likeness of God from creation. God created man; in the image of God created He; him, male and female created He, them. He being the Subject and the Predicate is rule over men. Again, the subject is ‘he’ and the object is ‘men’.

Now both ‘he’ and ‘him’ is the same. ‘Both “Him” that sanctifies and “them” that are sanctified are the same’. It is ‘He’ the Supplier to same ‘him’ that demanded.

There are, therefore, key imperative laws of government congenialities.
Leadership must be just: on this key hangs equitable, equality, fairness, impartiality, equity, justice and sound judgment.
Leadership must have the fear of God, the abstention from all manner of evil, which is the beginning of all forms of good wisdom.

Leadership must be based on love agape: the God-kind of love.
Leadership must possess humour as character. This fruit produces congenial mood of words, speech, conversation that releases good feeling, body language in a harmless manner in relationship with others.

Humility: this provides personality acceptable positioning of lowliness, of respectability and of preferring the honour and dignity of others in interactions.

The spirit of humidity: this makes accessible the prevailing good and conducive environmental, atmospheric, congeniality provision that enhances, good seeds potentials in conception, incubation, birthing and developing all kinds of potential good living.
