The Borno State Government is committed to the digitalisation of civil service with the performance workforce in ministries, departments and agencies (MDAs) to deliver services in over a dozen sectors.
The digitalisation programme has also incorporated “equity, inclusion and integrity” while government agencies are implementing policies and programmes in the critical sectors of education, health, environment and agriculture to impact the living conditions of people.
These were revealed yesterday in Maiduguri by the Head of Service (HoS), Dr Mohammed Aminu Ghuluze, to mark this year’s Civil Service Week. He said the achievements recorded between June 2024 and this year included the conduct of promotional exams and the digitisation process in the key MDAs in enhancing workers’ productivity while delivering public service.
Highlighting the significance of the digitisation process, he stated that it will increase the capacity building of workers by significantly training them in information, communication technology (ICT), financial regulations, ethics and leadership in the 22 MDAs.
The HoS revealed that the Zulum administration has already streamlined pension documentation with the reduction of processing delays by 60 per cent, including improvements in workers’ welfare.
The Civil Service Week, themed ‘Revitalising Public Service for a Secure, Inclusive and Digital Future’, aligns with national reform efforts and the specific aspirations of workers as declared by Gov. Babagana Zulum.
Ghuluze added that Zulum’s targets in the digitalisation programme will be the continuous implementation of the biometric attendance tracking system by launching what he described as “a service innovation laboratory to encourage problem-solving and technology-driven solutions in the civil service”.
Ghuluze noted that the roll out of the civil servants’ health and wellness scheme (HWS) is a continuous programme, while training and retraining the over 17,000 workers in the state.
Announcing the launch of this year’s Civil Service Innovation (CIS) award, he said that the government has established a Civil Service Reform Monitoring and Taskforce Committee to ensure mentorship in each of the MDAs.
Beyond the innovation award, he added that SERVICOM has also been introduced to ensure public trust and accountability to the people. Despite the successes recorded in the civil service, he noted that challenges remain in the infrastructural facility, digital literacy and the security sectors in the state.
