The Hisba Command of the Bauchi State Shariah Commission has issued strict guidelines regulating social gatherings in the state. In a statement signed by the Permanent Commissioner of Hisba, Aminu Balarabe Isah, titled ‘Guidelines Governing the Conduct of Marriage Ceremonies and Other Festivals in Bauchi State’ and dated July 16, 2025, the Command said it had received several complaints from the public about increasing social vices and breaches of public peace during marriage ceremonies and birthdays.
According to the statement, the Command had no option but to introduce the guidelines. They include prohibitions against mixing with the opposite sex, dancing between opposite sexes in the presence of infants or children, the buying, selling or consumption of toxic substances, and entry by anyone in possession of weapons. Seating arrangements must also take into account gender considerations.
The statement further stated that all activities must be suspended during the stipulated prayer times, traditional dress codes must be observed, and the use of blasphemous or abusive language against individuals or authorities is strictly prohibited. It added that activities organised by women should only be patronised by women and vice versa. Fulani traditional activities, such as ‘Sharo or Shadi’ and ‘Garaya,’ are banned, alongside cultural events including ‘Kauyawa Day,’ DJ performances, galas, and A’loba.’
Also prohibited are gambling, prostitution “in all its ramifications”, other immoral acts in centres, clubs, hotels, houses and recreational places, as well as the exhibition of pornographic films in private or public. Any birthday ceremony that promotes immorality is banned.
“The guidelines have to be strictly adhered to by all recreational centres, clubs and other cultural organisations or outfits. Failure to comply with the foregoing guidelines, Hisba Command will take appropriate action accordingly,” the statement warned.
When contacted, the Commander of Hisba, Muhammad Muhammad Bununu, confirmed the letter, saying: “Yes, it is from us. We issued it.”
