ICTN gets presidential nod as 2026 procurement begins

Federal Government has commenced the process of implementing the controversial International Cargo Tracking Note (ICTN) following presidential approval for its procurement process.

The Executive Secretary, Nigerian Shippers’ Council (NCS), Dr Pius Akutah, disclosed this to stakeholders in Lagos, saying the long-delayed initiative, anchored on the ICTN is now progressing, expressing optimism about its rollout before the end of 2026.

Akutah said the renewed push comes after years of stalled implementation attempts that had seen the cargo tracking system introduced and subsequently suspended multiple times.

“We have already obtained the approval of the President to proceed with procurement, and that process is ongoing. We are hopeful that before the end of this year, implementation will commence,” he said.

Akutah acknowledged the checkered history of the ICTN, noting that past challenges had undermined its sustainability.

Industry stakeholders have long been divided over the implementation of the ICTN as a tool to enhance cargo visibility, improve trade transparency, boost revenue assurance, and strengthen maritime security, while others see it as another avenue for additional charges.

The NSC boss, however, emphasised that the Minister of Marine and Blue Economy is taking deliberate steps necessary to address all outstanding issues to prevent another suspension that will undermine another implementation.

Akutah stressed that due diligence is being applied to ensure that all the issues pending are resolved before the International Cargo Tracking Act can be implemented successfully.
