The Fiscal Responsibility Commission (FRC) has said its newly approved strategic plan is not simply a policy document; but a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of its responsibilities.
Acting Chairman of the Commission, Charles Abana disclosed this at the opening of the Commission’s 2026 Management Retreat on Monday at Zuma Rock Resort, Niger State. He said the new plan will reposition the institution for greater transparency, accountability, and sustainable fiscal governance in Nigeria.
He described the gathering as a defining moment in the history of the Commission and a critical platform for institutional transformation under a newly approved strategic plan.
Abana emphasised that the Commission was entering a new era of fiscal oversight amid growing public expectations for prudent management of national resources.
According to him, the retreat, themed “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan,” was designed not only to review operational processes but to deepen institutional reforms and prepare the Commission for emerging fiscal realities and digital governance challenges.
“This Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” Abana stated.
The Acting Chairman stressed that Nigerians now demand greater transparency and accountability in public finance management, while government and development partners expect stronger oversight mechanisms from the Commission.
He noted that the newly approved Strategic Plan would strengthen monitoring and enforcement systems, improve stakeholder engagement, enhance inter-agency collaboration, leverage technology for operational efficiency, and build institutional capacity across all levels of the Commission.
Abana unveiled the Commission’s new Vision and Mission statements, describing them as the foundation for a renewed institutional culture focused on professionalism, innovation, integrity, and service excellence.
The new Vision, according to him, is “to be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development,” while the Mission seeks “to promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”
In a goodwill message delivered on behalf of the Country Director of the Rule of Law and Anti-Corruption (RoLAC II) Programme, Dr. Emmanuel Uche, Associate Project Officer, Muhammad Sani Kassim, reaffirmed RoLAC’s commitment to supporting the Fiscal Responsibility Commission in institutionalising its Strategic Plan.
Uche said RoLAC viewed the Commission as a critical partner in promoting transparency and accountability in Nigeria, adding that the organization was ready to continue providing technical support to help actualize the Commission’s mandate and reform agenda.
He expressed optimism that by the end of the year, the Strategic Plan would be fully institutionalised within the Commission.
Also delivering a goodwill message on behalf of BudgIT Country Director, Mr. Vahyala Kwaga, representative of the civic technology organization, Mr. Thaddeus Jolayemi, commended the Fiscal Responsibility Commission for its openness to collaboration and reform-oriented dialogue.
BudgIT praised the leadership style of Acting Chairman Charles Abana, describing his engagement with civil society and reform stakeholders as constructive, accessible, and forward-looking.
The organization noted that anti-corruption agencies and fiscal institutions must go beyond fighting corruption to building sustainable systems where transparency, accountability, and prudent management of public resources become institutional norms.
BudgIT further acknowledged the role of International IDEA and the European Union-funded RoLAC Programme in strengthening democratic governance, accountability frameworks, and anti-corruption systems across Nigeria through sustained institutional partnerships and technical support.
The retreat is expected to produce actionable resolutions and strategic frameworks that will guide the Commission’s operations and priorities in the years ahead as it seeks to strengthen fiscal discipline and public trust in Nigeria’s governance system.
