Why CIPM’s recognition of Dr. Zino Ugboma signals NELFUND’s quiet institutional transformation

The Director of Human Resources at the Nigerian Education Loan Fund (NELFUND), Dr. Zino Ugboma

The decision by the Chartered Institute of Personnel Management of Nigeria (CIPM), Abuja Branch, to name the Director of Human Resources at the Nigerian Education Loan Fund (NELFUND), Dr. Zino Ugboma, as its Personality of the Month (Honorary Category) goes beyond recognising an accomplished HR professional. It reflects the growing appreciation that human resource leadership has become a critical driver of institutional performance, particularly within Nigeria’s public sector.

At a time when NELFUND has emerged as one of the Federal Government’s most visible intervention agencies, under its Managing Director, Akintunde Sawyerr, administering billions of naira in student loans to hundreds of thousands of beneficiaries nationwide, the recognition of its HR Director underscores an often-overlooked reality: strong institutions are built not only on sound policies and technology, but on the quality of the people who drive them.

The nomination, conveyed in a letter signed by the Chairman of the CIPM Abuja Branch, Aina Segun Aina, acknowledges Dr. Ugboma’s outstanding leadership, enduring contributions to the human resource profession, and his measurable impact on organisations and society. More importantly, it highlights the increasingly strategic role HR professionals play in shaping organisational success.

Building people before building institutions

NELFUND’s rapid growth since its establishment has required more than financial expertise. As the agency expanded operations across the country, it also needed to develop systems capable of attracting, retaining and managing highly skilled personnel while fostering a culture of accountability, innovation and service delivery.

As Director of Human Resources, Dr. Ugboma has been central to that transformation.

Rather than limiting HR to traditional administrative responsibilities, his leadership has helped position the department as a strategic partner supporting organisational growth. Modern human resource management increasingly revolves around talent development, performance management, employee engagement, succession planning and organisational culture—areas that directly influence institutional effectiveness.

For an agency operating under intense public scrutiny and expected to deliver one of Nigeria’s most ambitious education financing programmes, these functions are indispensable.

Human capital behind NELFUND’s performance

NELFUND’s achievements over the past year have attracted national attention, with the agency successfully processing student loan applications, disbursing over N3.3billion institutional fees and upkeep allowances to more than 1.6million students as of July 3, 2026, and expanding access to higher education financing.

While much of the public attention naturally focuses on the financial disbursements, the systems enabling those achievements rely heavily on a motivated and competent workforce.

Human resources professionals are responsible for ensuring that organisations recruit the right talent, maintain productivity, strengthen accountability mechanisms and continuously develop staff capabilities.

Industry observers note that agencies experiencing rapid expansion often struggle with workforce integration, organisational culture and performance management. Maintaining operational efficiency during such growth requires deliberate HR leadership.

It is within this context that Dr. Ugboma’s contributions assume greater significance.

Elevating HR from administration to strategy

CIPM’s choice of theme for its 26th Abuja Branch Annual Conference, “Elevating HR Impact: From Support Function to Strategic Business Driver”, perfectly aligns with the philosophy Dr. Ugboma has come to represent.

Globally, leading organisations no longer regard human resources as merely an administrative unit responsible for recruitment or payroll. Instead, HR has become a strategic function influencing innovation, productivity, employee wellbeing and long-term organisational sustainability.

The institute’s recognition suggests that Dr. Ugboma embodies this evolution, demonstrating how effective people management can directly contribute to institutional excellence.

By recognising professionals who champion people-centred leadership, CIPM is reinforcing the message that organisational success increasingly depends on investing in human capital.

Recognition from Nigeria’s foremost HR regulator

The significance of the award is amplified by the stature of the Chartered Institute of Personnel Management of Nigeria.

As the country’s foremost regulatory body for human resource management, CIPM oversees professional standards for approximately 20,000 members nationwide, including about 1,000 members within the Abuja Branch. Its honorary recognitions are reserved for distinguished professionals whose careers exemplify excellence, ethical leadership and meaningful contributions to the advancement of the profession.

Receiving such recognition from peers within the profession therefore represents more than personal acclaim; it is an endorsement of professional competence and leadership.

Beyond individual recognition

Dr. Ugboma will formally receive the honour during the 26th CIPM Abuja Branch Annual Conference and the 6th Modupe Abiodun-Wright Awards 2026.

However, the significance extends beyond one individual.

The recognition reinforces the growing consensus that effective public institutions require strong leadership across every function—not only at the executive level but also within specialised departments that shape organisational culture and performance.

For NELFUND, whose mandate is transforming access to higher education through sustainable student financing, investing in people remains as important as investing in systems

Why Ugboma Emerged Personality of the Month

The Chairman of the Abuja Branch of the Chartered Institute of Personnel Management of Nigeria (CIPM), Aina Segun Aina, said the honorary recognition was reserved for professionals who have demonstrated exceptional leadership, integrity and measurable impact in the human resources profession.

Speaking in an interview with The Guardian, Aina explained that the branch carefully evaluates nominees based on their professional competence, contributions to organisational growth and influence in shaping conversations around best practices in human resource management.

“The things that we look out for in giving out this award are exceptional personality traits in the discharge of duties, particularly in human resources, and the impact such individuals make within their organisations as well as the wider society. We also consider how their work shapes the HR landscape and promotes quality human capital development, especially within Abuja,” he said.

According to him, Dr. Ugboma has distinguished himself as one of the leading voices in advancing professionalism, integrity and excellence in personnel management, while driving transformational initiatives that have strengthened the practice of human resource management in Nigeria.

Aina further noted that Ugboma’s position at the Nigerian Education Loan Fund (NELFUND) reflects the critical role of strategic human resource management in building high-performing institutions capable of delivering on national priorities. He added that the organisation’s rapid growth and productivity bear testimony to the quality of its people management systems.

“Dr. Zino has become one of the professionals many of our members look up to. He leads a highly fast-paced and productive organisation, and having visited NELFUND, I have seen firsthand the impact of strong human resource management there. He is doing remarkably well within his organisation and remains an active force in the human resource profession and regulatory system generally,” Aina added.

‘Let Service Come Before Reward,’ Ugboma advises young professionals

For the FUND’s Director of Human Resources, the recognition is a significant milestone in his professional journey, saying the honour was both humbling and motivating after years of dedicated service to the human resources profession.

Speaking with The Guardian, Dr Ugboma said the award reaffirmed the value of hard work and commitment, noting that recognition from one’s professional peers brings a deep sense of fulfilment.

“It is actually a big deal for me. We put in a lot of work every day, and when people recognise the effort you put in, no matter how little it may seem, it gives you a sense of fulfilment and happiness. It also serves as an incentive and encouragement. I feel encouraged, and I feel rewarded for the little effort that we put in,” Ugboma said.

He noted that beyond celebrating personal achievement, the recognition has strengthened his resolve to continue contributing to the growth of the human resources profession and supporting institutional excellence through effective people management.

Ugboma also used the opportunity to encourage young human resource professionals to embrace continuous learning, stressing that professional growth depends largely on constant investment in knowledge and capacity building through training, certifications and self-development.
.
According to him, the rapidly evolving workplace demands HR practitioners who are willing to update their skills regularly and remain adaptable to changing organisational realities, adding that learning should never stop regardless of one’s career stage.

“My advice to young HR professionals is to continually seek growth through personal development. There are many opportunities to learn, both online and physically. More importantly, don’t put money at the forefront of everything you do. Let service be your priority. When you are genuinely committed to serving, your efforts will eventually be recognised, and the rewards will come in due course,” he added.

In conclusion, the honour bestowed on Dr. Zino Ugboma is also a reflection of the institutional maturity NELFUND is striving to build. As the agency continues to expand its reach and impact across Nigeria, its ability to sustain performance will depend largely on the strength of its workforce, a responsibility that places human resource leadership firmly at the heart of national development.
