Epistemic scramble: AI as new frontier of digital colonisation

As a meticulous student of the African continent who has closely evaluated its historical trajectories from the pre-colonial and pre-slavery eras to contemporary times, I observe a deeply disconcerting recurrence of historical patterns. Today, African states and their governing elites appear largely oblivious to the foundational imperatives that dictate human collective existence and sovereign survival: namely, self-preservation, external geopolitical projection, absolute sovereignty, fortification against foreign encroachment, endogenous sustainable development, and the preservation of epistemic and cultural originality.

Presently, the continent stands on the precipice of a sophisticated, modern iteration of subjugation brokered by Artificial Intelligence (AI). While AI has been elevated to an ubiquitous catchphrase within state apparatuses, multilateral conferences, and academic discourse, it subtly signals a framework for structural, continental-scale digital dependency and neo-enslavement.

Historically, the foreign exploitation of African space occurred across three discrete operational phases. This structural continuum initiated with the establishment of early coastal mercantile enclaves from the fifteenth century to the 1880s, progressed into the era of high colonialism and the physical “Scramble for Africa” between 1881 and 1960, and culminated in the mid-to-late twentieth-century decolonisation movements—most notably punctuated by the watershed year of 1960, which witnessed the simultaneous, nominal independence of seventeen African nations.

Today, we are witnessing the genesis of a fourth wave, wherein AI functions as an apparatus for systemic recolonisation. This phenomenon, variously conceptualised as digital, agthrimetric, or techno-colonisation, posits that transnational technology conglomerates are replicating classical colonial extraction dynamics, substituting digital infrastructure for territorial annexation and military hegemony.

Transnational tech monopolies deploy several primary vectors to institutionalise this asymmetric architecture. The foundational vector relies on aggressive data extraction, wherein raw data is conceptualised as the contemporary global commodity, eclipsing land, hydrocarbons, and mineral deposits as the most highly valued resource on Earth.

Within this paradigm, African demographic and behavioral data is systematically harvested to train foreign-owned machine learning models, yielding negligible compensatory value for the continent of origin. This extractive economy is compounded by algorithmic bias and systemic epistemic subjugation. By controlling content dissemination pipelines, indexing frameworks, and search engine results, foreign tech entities seamlessly codify their specific Western norms, worldviews, and cultural typologies as universal standards, thereby marginalising indigenous African perspectives and erasing localized knowledge systems.

Furthermore, an acute infrastructural dependence has materialised because the vital physical architecture of the digital epoch—specifically advanced cloud server farms, hyperscale data networks, and compute clusters—remains localised far outside African territorial jurisdictions. This geographic concentration leaves the continent dangerously vulnerable to digital containment, political leverage, or absolute disconnectedness at the whim of foreign state and corporate actors.

The scale of this infrastructural asymmetric chasm is starkly illustrated by current corporate capital allocations. Dominant, United States-based technology conglomerates—chiefly Amazon, Microsoft, Alphabet (Google), and Meta—spend an unprecedented $760 billion combined on AI-focused capital expenditures, financing GPU clusters, localised custom silicon networks, and hyperscale facilities. Globally, this physical infrastructure is monopolised by a tight constellation of ten sovereign entities hosting the overwhelming volume of global data centers: the United States, which uniquely dominates the market with thousands of operational facilities, followed sequentially by the United Kingdom, Germany, France, China, India, Canada, Australia, Japan, and Italy.

Finally, these foreign digital ecosystems systematically monetise low-intellectual-weight content within the African consumer market. By optimising algorithms to amplify superficial engagement, they actively disincentivise domestic intellectual investment and knowledge production—a stark contrast to the high-value, knowledge-intensive economies strictly preserved and protected within Western borders.

When comparing classical, historical colonialism with this contemporary digital pivot, the underlying systemic mechanisms remain structurally identical. The primary object of extraction has simply shifted from tangible natural resources to intangible, high-velocity data streams. Enforcement is no longer executed via gunboat diplomacy or colonial administration, but rather mediated through international digital conventions, intellectual property protocols, and restrictive policy stipulations tied directly to foreign aid. Culturally, this continuous digital influx aggressively reshapes local linguistic practices and indigenous value systems to align with Western epistemologies. This ensures that the primary economic surpluses and wealth generation flow inexorably back to Western metropoles, mirroring historical colonial balances of trade.

Crucially, the foundational algorithmic technologies orchestrating this wealth transfer are establishing deep dominance across vital macroeconomic sectors, most notably in finance through automated quantitative trading and fraud detection, healthcare via diagnostic algorithms, retail through consumer behavioral tracking, as well as logistics, education, and heavy manufacturing.

An empirical evaluation of the global AI financial landscape reveals a stark dichotomy: Africa is virtually invisible on the production and ownership sides of the value chain, yet hyper-visible as an unregulated zone for resource and raw data extraction.

This marginalisation becomes particularly egregious when juxtaposed against the skyrocketing valuation of the global artificial intelligence sector, which has reached an annual global revenue benchmark of $617.62 billion, and is modeled to scale exponentially into multi-trillion-dollar volumes by the turn of the next decade. Generative AI alone serves as an explosive catalyst within this broader market, compounding at a massive 45 per cent year-over-year trajectory to hit a baseline valuation of $91.6 billion.

Against these colossal global financial benchmarks, the African ownership gap is catastrophic. While African nations are demonstrating a rapid relative increase in overall digital technology spending—projected to approach an aggregated $6.4 billion—the vast majority of the continent’s 54 sovereign nations remain structurally locked into the role of passive, non-producing consumers. An illustrative, highly critical manifestation of this asymmetrical consumption is the widespread purchase of foreign-built civic architecture.

At least 11 African nations—prominently led by South Africa, Nigeria, and Kenya, alongside nations such as Algeria, Egypt, Mauritius, Mozambique, Rwanda, Senegal, Uganda, Zambia, and Zimbabwe—have collectively spent over $2 billion on imported, foreign-engineered AI mass surveillance models and “smart city” facial recognition infrastructure. These systems, largely sourced from specialised state-backed corporate entities based in China (such as Huawei and ZTE) and financed via external foreign banking debt, risk permanently embedding foreign security apparatuses within the sovereign governance frameworks of African states. Consequently, the entire continent accounts for a meager 2.5 per cent of the global AI market, commands less than 1 per cent of the world’s data infrastructure, and controls a mere 3 per cent of global AI human capital. Compounding this disparity, a significant proportion of this limited local talent is directly contracted by foreign transnational enterprises, inducing an intellectual siphoning that locks the continent into a perpetual colonial economic cycle.

In response to this looming paradigm of technological dependency, a nascent counter-movement of regional and continental governance is beginning to materialise. Recognising the severity of the threat, the African Union (AU) Executive Council took a historic step during its 45th Ordinary Session in Accra, Ghana, by formally adopting the Continental Artificial Intelligence Strategy. Spanning a five-year implementation period from 2025 to 2030, the AU strategy outlines an Africa-centric roadmap designed to combat capitalist extractivism and digital containment. The initial foundational phase focuses directly on resource mobilisation, safety standards, and unifying fragmented digital public architectures. Part of this grand continental vision includes ambitious proposals like the African AI Research Cloud, a targeted $100–$150 million shared compute framework aimed at localising model development and dataset curation securely within African borders.

On a sub-regional level, the Economic Community of West African States (ECOWAS) has simultaneously prioritised regional digital governance to simplify market scales across its 400 million citizens. Anchored within its broader Vision 2050 targets and the ECOWAS Digital Strategy, the 15-member bloc committed to drafting a unified Regional AI Governance Framework. Parallel legislative efforts by the ECOWAS Parliament have strongly championed a West African pact for responsible AI use, aggressively targeting the integration of localised EdTech innovation hubs and multi-lingual digital training pipelines to insulate the region’s massive 63 per cent youth demographic from external epistemic distortion.

Simultaneously, a frantic legislative race is unfolding at the national level. Over the past several years, at least eight African states have finalised national AI strategies, while an additional five are navigating active drafting phases. Pioneering states like Ethiopia, Egypt, Rwanda, Mauritius, and Zambia have advanced distinct AI policy frameworks, while Nigeria achieved a crucial technological milestone by launching the continent’s first native, multilingual Large Language Model (LLM). On the commercial infrastructure front, major cross-continental injections are attempting to break external dependency cycles. Landmark initiatives include a $100 million infrastructure investment backed by the International Finance Corporation, alongside a massive $700 million capital raise by Cassava Technologies and Nvidia to scale AI-optimised processing facilities and data hubs directly on African soil. Furthermore, collaborative research architectures like the Google Africa Applied AI Lab are beginning to integrate local startup ecosystems directly with foundational developers. Despite this positive momentum, analysts note that Africa’s overall regulatory environments remain profoundly fragmented. The fundamental pivot from theoretical strategy to concrete domestic action remains the definitive benchmark for true digital sovereignty.

Ultimately, countering this existential civilisational threat does not imply a recourse to kinetic warfare or anachronistic physical conflict with non-African states; rather, it demands a highly deliberate, mathematically rigorous, and structurally unified development paradigm. First, African state executives, public intellectuals, academia, and policymakers must cultivate a sophisticated, historical understanding of these modern extraction patterns. It is imperative to formulate immediate, medium-term, and multi-generational strategic frameworks capable of auditing our relationships with foreign powers, thereby identifying and partnering exclusively with external actors whose geopolitical interests genuinely align with our domestic industrialisation goals. Unwavering political will and strategic leadership are the indispensable catalysts for this shift.

Simultaneously, the populace must be mobilised via systemic mental emancipation to recognise their internal capacity, fostering an ethos of self-reliance necessary to compete equitably within the global digital economy without relying on paternalistic Western interventions. This necessitates a fundamental structural overhaul of continental educational architecture. Academic systems must adapt successful pedagogical and industrial models from East Asia, meticulously tailoring local curricula to incentivise advanced technological development, foster deep computing competencies, and scale homegrown software startups.

Crucially, substantial public and private capital must be directed toward constructing an enabling domestic environment that incentivises the localised construction of server architectures and data processing centers. For these initiatives to yield sustainable results, African governments must ruthlessly eradicate institutional corruption and enforce transparent, technocratic accountability. Year after year, state budgets report that billions of dollars have been earmarked for technological infrastructure, yet citizens witness a complete lack of visible material deployment on the ground. By enforcing fiscal transparency, demanding absolute accountability to the public, and implementing structural policies to stem the brain drain that continuously siphons our premier intellectual talent abroad, Africa can engineer a genuine infrastructural revolution. As contemporary stakeholders navigate this digital frontier, they must answer one overriding, uncomfortable question: what is the ultimate destiny of the data currently being harvested from the African populace, and whose civilisational interests will it ultimately serve?
