The Kano State House of Assembly has passed a bill seeking constitutional amendments to pave the way for the establishment of state police in Nigeria.
Besides, the state legislature also approved the Kano State Supplementary Appropriation and Amendment Bill, 2026, reducing the initial N1.478 trillion proposal submitted by Governor Abba Kabir Yusuf to approximately N1.211 trillion.
The two bills were passed during Tuesday’s plenary session presided over by the Speaker, Rt. Hon. Isma’il Falgore, following their consideration by the Committee of the Whole and subsequent third reading.
The proposed state police legislation seeks alterations to the 1999 Constitution of the Federal Republic of Nigeria to provide a legal framework for the establishment and operation of police services by state governments.
During the legislative proceedings, lawmakers subjected the 26 clauses of the proposed constitutional amendment to detailed consideration before passing the bill.
The development comes amid renewed national debate over the decentralisation of policing in Nigeria, particularly in response to growing security challenges and persistent calls for state governments to exercise greater control over internal security.
The proposed constitutional alteration is expected to form part of the broader constitutional amendment process aimed at restructuring Nigeria’s security architecture.
Meanwhile, the Assembly approved a downward review of the Kano State Supplementary Appropriation and Amendment Bill, 2026, following legislative scrutiny of the proposal transmitted by Governor Yusuf.
The lawmakers reduced the proposed expenditure from N1,477,829,666,130.71 to approximately N1.211 trillion, representing a reduction of about N266.61 billion.
The adjustment followed consideration of the state’s supplementary spending requirements and the proposed amendments to the 2026 appropriation framework.
The assembly had earlier confirmed the list of Commissioner nominees transmitted by Governor Abba Kabir Yusuf for the appointment into the state executive council.
Those screened and satisfied included Air Commodore Salisu Yusha’u (Rtd.); Hon. Ibrahim Namadi; Professor Sani Lawan; Hon. Muktar Ishaq Yakasai; Dr. Aminu Ibrahim Tsanyawa and Hon. Idris Garba Mustapha.
