The Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a national framework designed to integrate humanitarian assistance, social protection, and poverty reduction into a single coordinated mechanism.
Presented by the Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro, the framework forms a core pillar of President Bola Ahmed Tinubu’s Renewed Hope Agenda aimed at lifting millions of Nigerians out of poverty.
According to a statement by theSenior Technical Adviser on Information Systems and Data Analysisvtontye minister, Dr. Abimbola Fasanu, OHOPRS functions as a data-driven national operating system centered on households.
Under the new architecture, displaced or vulnerable families receiving immediate emergency relief will simultaneously be linked to social protection, education, skills acquisition and livelihood support to ensure long-term self-reliance.
The minister noted that “For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions.
“OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence.”
He said that the FEC approval formally embeds the system into the Federal Government’s structure, stressing that the success of the reform will be evaluated by its tangible impact on citizens’ lives rather than the volume of interventions.
Initially developed with technical support from international partners at a workshop in Abuja, OHOPRS was previously unveiled in August by the First Lady, Senator Oluremi Tinubu.
Following the latest approval, the ministry will collaborate with subnational authorities and development partners to operationalise the framework nationwide.
