Aba’s problem is rooted in the fact that infrastructural stock, in terms of drainage, houses, roads, have been static for awhile and the population has grown geometrically. And when that happens, it means that there will be more pressure on the roads and the drainages and they will start collapsing.”

The term “war”, in the legal sense in which it is used in the provisions above, means war with another country. The decided authorities establish that a country cannot legally be at war with itself or with part of itself. Civil war is not war in the legal sense or in the sense in which the term war is used in the provisions mentioned above. Those provisions must be read together with section 5(4)(a) which provides that “the President shall not declare war between the Federation and another country except with the sanction of a resolution of both Houses of the National Assembly sitting in a joint session.” We note that President Goodluck Jonathan has affirmed the handover date of 29 May as “sacrosanct”; it should remain so.

SOME eminent Nigerians, under the umbrella, “Council of the Wise,” yesterday expressed worry at the gale of protests by some armed militias in different parts of the country, describing the development as “unfortunate and partisan.” In past days, the Movement for the Actualisation of the Sovereign State of Biafra (MASSOB) and the Oodua People’s Congress (OPC), in Enugu and Lagos respectively, had been calling for the dismissal of the Chairman of Independent National Electoral Commission (INEC), Prof. Attahiru Jega, over the large number of citizens being disenfranchised by the electoral body ahead of the general elections.
