Nigerian film director and writer, Biodun Stephen, has again spoken out against what she described as a growing habit of some women stepping out in public without underwear.

In a video shared on TikTok, Stephen said the trend has been troubling her for years and warned that it is gradually becoming normalised. She noted that she first raised the issue in 2015 and feels the situation has worsened rather than improved.

She illustrated her concerns with a recent experience at a salon. According to her, a young woman arrived for a pedicure in a short outfit and, after sitting down, exposed herself in a way that made others uncomfortable.

“I believe the first time I talked about ladies not putting on pants was in 2015. Let’s try to always wear pants, there are several types. Why don’t we like wearing pants?” she said.

“Last week, I went to get my hair done at the salon. A lady came in to do her pedicure. As she sat, I looked at her side, I saw her vagina in full display.”

Stephen said situations like that are unnecessary in public spaces and should not be dismissed as personal choice when they affect others around.

She added that such behaviour should not be confused with fashion, insisting that decency still matters.

“Who is teaching us all these fashion? Is it a fashion trend not to wear pant?” she asked.

“You are coming for a pedicure, you would at least wear something long. Must you wear mini gown or skirt without pant?

“Why is Pant your enemy? Who told you pant is your enemy? Who told you it isn’t good for you? Please stop doing it. This is not fashion, it is nuisance.”

Stephen has raised similar concerns in the past. In 2025, during the viral Ibom Air incident involving a female passenger on a flight from Uyo to Lagos, she again stressed the importance of wearing underwear, especially in situations that could easily escalate into physical confrontation.

Speaking in a separate video posted on her Instagram page, the producer of Seven and a Half Dates said, “I do recall making a video a few years ago advising people to stop going out without wearing panties. You said my mouth smelled, but I didn’t stop because of the insults. After some time, I also made another video warning people to stop going out without wearing bras.

“Some of you replied that you could do whatever you liked with your breasts and that bras hurt you. Can you all see what has happened now? The girl from Ibom Air, Comfort Emmanson, knew she wasn’t wearing a bra or pants, yet she still wanted to fight.”

She went further to explain her point using a metaphor, comparing public appearance to preparing for battle and stressing the need to be properly covered.

“At least, if you want to go to war, you must have the necessary tools of weaponry. For example, you wear pants and a bra. That lady wore leggings that day, and I believe she wasn’t wearing pants either. Did you see her two breasts? People who weren’t supposed to see them saw them. Once you people wear body-hugging clothes, you refuse to wear a bra.”
