Reps plan to hold stakeholders’ summit on new PIB July 18-20
The House of Representatives is billed to hold its planned stakeholders’ submit on the new version of the Petroleum Industry Bill (PIB) next month.
A statement issued by the Chairman, House Committee on Petroleum Resources (Downstream), Mr. Victor Nwokolo yesterday, said that the summit, which was scheduled for June 13 and 15, has now been shifted to July 18 to 20, 2016
The summit was convened by the House as a result of inability of the Executive to forward a new version of the PIB to the National Assembly.
Speaker, Yakubu Dogara, had early this year announced that the Green Chamber was drafting its own version of the bill as a result of failure by the Executive to forward its proposed version of the law.
The statement said, among others: “The primary objective of this workshop is to bring all stakeholders in the industry together to afford them the opportunity of discussing relevant issues pertaining to the reform of the petroleum industry in Nigeria and contributing to the development of an appropriate legal frame-work for petroleum industry reform. It is expected that the deliberations at the workshop will enhance the quality of any bill that will in due course be considered by the House, and enhance the quality of debate thereto and hopefully facilitate its smooth passage.
“For the facilitators, participants and the Nigerian public and particularly, members of the National Assembly, the workshop provides a unique opportunity to learn more about the Nigerian petroleum industry, how it works, why reform has failed in the past, and why it must not fail this time. It will give all interested persons a greater appreciation of the opportunities and challenges of the sector from diverse perspectives as well as grant them access to the various, sometimes divergent positions held in different quarters.
“Consequently, the workshop will interrogate salient issues that will lead to the emergence of appropriate drafts that is in sync with national interests as well as provide direction during the legislative drafting process while promoting the emergence of an industry that provides a level playing field for all deserving operators.
“To achieve this, the workshop is planned in such a way that various areas of participants’ expertise will be harnessed by allowing opinions and perspectives that differ from one another, whilst ensuring that all contributions are made in an atmosphere of mutual respect. It is further expected that tasks undertaken will be devoid of sentiments.”
