TSC global, Del-York group sign $4.5b joint venture for Lagos film city project

In a landmark convergence of global capital and African innovation, Singapore’s TSC Global and Nigeria’s Del-York Group have sealed a transformative $4.5 billion joint venture agreement, marking one of the largest single investments in Africa’s creative and technological future.

The historic signing ceremony in Singapore, attended virtually by His Excellency, the Executive Governor of Lagos State, launches the development of Lagos Film City (Kebulania), a visionary ecosystem that will redefine Africa’s position in the global creative economy.

Architectural work will commence in Q1, 2025, with construction following in late Q2, 2025.

Kebulania’s transformative scope includes 50,000 square meters AI Capable Hyperscale Data Center facilities. 1GW sustainable gas fired power generation capacity (100MW for Data Center). 600+ petabyte data center infrastructure and 500,000 square meters of creative and innovation space with advanced production facilities.

It also includes advanced virtual production stages rivaling Hollywood standards World-class educational and training facilities, creative-Industrial Complex and residential, recreational areas and theme parks.

The development will generate 10,000 plus direct creative and technical jobs, above 25,000 indirect employment opportunities, $3.5B+ annual contribution to Nigeria’s creative economy, 50,000+ annual training positions and significant foreign exchange earnings through international productions.

Lagos State Governor, Babajide Sanwo-Olu, participating virtually in the Singapore signing ceremony, emphasised the state’s commitment.

“Lagos Film City (Kebulania) represents Lagos State’s vision for creative excellence and technological innovation. This investment will transform our creative landscape while creating groundbreaking opportunities for our talented youth. This development demonstrates our commitment to positioning Lagos as Africa’s premier creative capital,” he said.

“This investment was made possible by the visionary leadership of His Excellency, the President of the Federal Republic of Nigeria, through the groundbreaking Creative Industry Policy and progressive macroeconomic reforms.”

Chief Executive Officer (CEO), TSC Global, Michael Dickerson, highlighted the strategic significance: “Our $4.5B Joint Venture bridges Africa and the world, creating unparalleled opportunities for creative and technological collaboration between continents.Together with the Del-York Group, we are creating a new model for creative industry development that will resonate globally.”

CEO, Del-York Group, Linus Idahosa, speaking at the signing ceremony, stated: “Today marks Africa’s emphatic entry into global creative and technological leadership. The environmental sustainability features for the project includes 40 per cent renewable energy integration, advanced water recycling systems, green building certification, biodiversity preservation programs and smart city technology integration.

Kebulania will serve as Africa’s premier creative and technological hub, and bridge between Global and African creative markets.

It would also serve as a catalyst for international co-productions, center for skills development and technological innovation and a model for sustainable creative city development Dedicated channels have been established for International creative industry collaboration, technology integration partnerships, investment participation, educational institution partnerships and community engagement initiatives.
