it is corruption and bad leadership that continues to hold back our refineries. Upon taking office, the president should have directed the minister of petroleum to immediately start the sale or conversion of the refineries to publicly traded companies, with the federal government, states, communities and workers holding a small percentage of shares. The rest should have being sold to the general public and investors. Next he should have directed DPR and ministry of environment to start working with the illegal refineries to bring them online and make them legal entity, their penalty and fines spread out over a period of time. finally he should have direct those two agencies to come up with an all inclusive modular refinery investor package. where land would be leased to the investor, crude oil supply guarantee, government loan guarantee and refined product purchase agreement guaranteed. All these would be packaged and given to any investor will and able to invest and operate a modular refinery. All the investor needed to bring was the funding and the capacity.
