Oluwadamilola Emmanuel: Pragmatic Public Servant Championing the Lagos Inland Waterways Transformation through Omi Eko

In the heart of Africa’s most populous city, a new era is unfolding. The Lagos State Waterways Authority (LASWA) is steering the state towards a future where its waterways are not just a source of pride, but a driving force behind economic growth, environmental sustainability, and social progress. With its vast network of lagoons, creeks and oceans, Lagos is poised to unlock the full potential of water transportation, and LASWA is leading the charge.

Under the guidance of the special adviser to the Governor of Lagos State (Governor Babajide Olusola Sanwo-olu) , Oluwadamilola Emmanuel, LASWA is charting a bold new course. A seasoned professional with a passion for innovation, he brings a fresh perspective to the agency, driving initiatives that prioritise sustainability, safety and community engagement. His leadership has been instrumental in shaping LASWA’s vision to transform Lagos into a model city with world-class inland waterways infrastructure and services. From modernising ferry terminals to promoting eco-friendly transportation, his agenda is centred on creating a better future for Lagosians by enhancing urban mobility with pragmatism and innovation.

The Omi Eko project, a €410 million initiative, showcases LASWA’s commitment to sustainable urban development. This ambitious project involves dredging and navigating 15 ferry routes, deploying over 78 large-capacity electric ferries, and constructing and renovating 25 ferry terminals with charging stations. Under his guidance, LASWA is working tirelessly to bring this vision to life, set to redefine Lagos’ water transportation network. As he puts it, “We are not just building infrastructure; we are building a movement.” With LASWA, Lagos’ transportation future is looking brighter, and it is only just beginning.

Emmanuel’s approach to transforming Lagos’ waterways is rooted in community engagement and collaboration. He has fostered partnerships with local fishermen, traders, and artisans, providing them with opportunities to thrive amidst the city’s growing water transportation network. By doing so, he is not only revitalizing the waterways but also injecting life into Lagos’ coastal communities.

Beyond the dredged routes and modern terminals, the resourceful Special Adviser and General Manager envisions a Lagos where water transportation is a catalyst for tourism and economic growth. He is working to unlock the potential of Lagos’ waterways, creating new opportunities for entrepreneurs and showcasing the city’s rich cultural heritage. With a keen eye on sustainability, Emmanuel is ensuring that Lagos’ waterways development benefits both residents and the environment.

The Omi Eko Project is transforming Lagos’ waterways into a vibrant transportation network. The initiative’s ambitious scope includes deploying 70 hybrid-electric ferries, which will significantly reduce the city’s carbon emissions and provide residents with a cleaner, more efficient mode of transportation. As the ferries glide across the lagoon, they will offer breathtaking views of the city skyline, redefining the commute experience for thousands of Lagosians. The project’s focus on sustainability is expected to cut CO₂ emissions by 41,000 tons annually, making a positive impact on the city’s environment.

LASWA’s Waterways Monitoring and Data Management Centre is a cutting-edge facility that enables real-time monitoring of the waterways, allowing authorities to respond swiftly to incidents and optimise traffic flow. This state-of-the-art centre is equipped with advanced technology, providing critical insights that inform decision-making and drive operational efficiency. By harnessing data and technology, LASWA is setting a new standard for water transportation management in West Africa and positioning Lagos as a leader in smart urban development.

The Cowry Card payment system has revolutionised travel across Lagos’ waterways, offering passengers a seamless and convenient way to move between buses, ferries, and trains. This integrated payment solution is part of LASWA’s broader efforts to make public transportation more accessible and user-friendly. As Lagos continues to grow, initiatives like these will play a crucial role in shaping a city that is both livable and connected, with a transportation network that is efficient, sustainable and people-centric.

LASWA is quietly reshaping Lagos’ waterways, turning them into a vibrant heartbeat of the city. The Water Hyacinth Management Program stands out – converting an invasive weed into a valuable resource. Women in coastal communities are now harvesting the plant, turning it into biofuels, fertilisers, and handicrafts, earning a steady income and pride in their work. It is a striking example of innovation and community-driven solutions.

The LASWA’s Maritime Skills Development Program is energising Nigeria’s maritime sector. Young Nigerians are receiving top-notch training in shipbuilding, navigation, and logistics, opening doors to careers on the high seas and in Lagos’ bustling ports. It is a deliberate push to build a skilled workforce, capable of driving the country’s blue economy forward. As these young professionals spread their wings, they carry the aspirations of a nation keen to diversify its economy.

As the clock ticks on 2026, LASWA’s ambitious plans are materializing at a rapid pace. The Lagos Waterways Expansion Project is breathing life into previously dormant routes, stitching together communities and fueling economic activity. On the drawing boards, plans are afoot to introduce water taxis and cargo ferries, set to revolutionize logistics and mobility across the metropolis. As these changes take hold, Lagos is on the “cusp” of transforming into a vibrant, water-centric city that works.

As the Omi Eko project’s horizons expand, Lagosians can expect a transportation revolution that goes beyond mere commuting. Imagine stepping onto a sleek, electric ferry, your Cowry Card tapping you through the gates, as you settle into a comfortable seat with a view of the Lagos skyline. The hum of the engine gives way to soft jazz, piped in to ease the journey. This is not just travel; it is an experience. And when you arrive at your destination, a network of buses and trains awaits, seamlessly integrated with your water journey. The Lagos State Waterways Authority’s vision is turning the city’s waterways into a symphony of movement, where every journey is a note in the rhythm of Lagos life.

But Omi Eko is more than just a transport project, it is a lifeline for communities. As the waterways come alive, local artisans, fishermen and traders are finding new opportunities to thrive. The project’s emphasis on sustainability means cleaner waters, too, reviving the aquatic ecosystem and bringing joy to residents who have longed for a revitalised Lagos. As Lagos rises, so do its people – and Omi Eko is the tide lifting everyone up.
