Naval officer alleges denial of promotion over stance on oil theft

A naval officer, Commodore Promise Zebulon Dappa, has accused naval authorities of allegedly denying him promotion over his alleged uncompromising stance against oil theft and anti-piracy operation, which led to the arrest of several vessels carrying illegally refined products.
