Constitutionalism (4): Imaginative thinking in police devolution

Nature abhors a vacuum is an ancient Aristotelian truism which still retains its potency. That truism is entirely consistent with the order of nature such that a vacuum will be filled by natural forces, terrestrial powers or indeed, the commandments of existential necessity.
