Why is the voice of poor Nigerians against bad governance suppressed?

Why is it that only the wealthy and influential seem to have a voice in Nigeria? Why is it that when a poor person tries to speak up or complain about the hardships in the country, he is either not taken seriously, hounded, or even arrested?
