Currently, as Commissioner, she drives economic policies that foster industrialization, attract investment, and promote entrepreneurship in Lagos State. Her vision is to establish Lagos as Africa’s premier trade and investment hub, creating a thriving ecosystem for businesses of all sizes.

In this special report, the Honourable Commissioner shares insights into the state’s economic vision, strategies for attracting foreign investment, and initiatives for promoting local businesses and job creation. Excerpts…

Increase Trade and Investment Opportunities within Lagos State

Lagos has always been at the forefront of trade and commerce in Nigeria, but to remain competitive in a rapidly evolving global economy, we are adopting a more structured, strategic approach. Trade and investment cannot flourish without strong economic policies, modern infrastructure, and a business-friendly regulatory environment, which is why we have aligned our initiatives with the Lagos State Development Plan 2052.

Our goal is twofold: to create an environment where local businesses can scale and attract investors by ensuring that Lagos remains the most profitable destination for capital deployment. This means tackling bottlenecks that hinder ease of doing business, such as streamlining regulatory approvals, modernizing infrastructure, and enhancing security. Our ongoing investment in road networks, logistics hubs, and industrial zones is designed to facilitate smoother commercial exchanges.

Additionally, we actively promote Lagos at global investment forums, engaging with institutional investors, multinational corporations, and trade organizations to highlight the unique opportunities that exist within the state. Recent high-level engagements have resulted in significant partnerships, including the Commonwealth Enterprise and Investment Council (CWEIC) and other international trade organizations. Through these efforts, we are building a sustainable framework that guarantees long-term investor confidence in Lagos.

Strategies to Attract Foreign Investors to the State

Attracting foreign investment requires a well-articulated approach that combines policy incentives, infrastructure development, and global visibility. One of our most significant moves has been the establishment of dedicated investment promotion initiatives that connect potential investors with opportunities across various industries, including manufacturing, technology, agriculture, and services.

We have enhanced our engagement with foreign diplomatic missions, trade organizations, and international business chambers to deepen investor understanding of Lagos’ economic potential. Our participation in global investment summits has been instrumental in positioning Lagos as a viable destination for capital inflow. For instance, our recent MoU with the Commonwealth Enterprise and Investment Council (CWEIC) provides access to a network of investors spanning over 54 countries.

Beyond engagement, we have introduced investor-friendly policies such as tax incentives, special economic zones, and a one-stop shop for business registration to simplify bureaucratic processes. Additionally, we are making targeted investments in infrastructure, security, and power—key factors that influence investor decisions. The upcoming Lagos Investment Summit will serve as another platform to showcase the immense potential that Lagos offers, and we anticipate major commitments from global investors as a result.

Promoting Local Businesses and Entrepreneurs

Supporting local businesses is at the heart of our strategy for economic growth. Our role as a government is not just to regulate but to enable businesses to thrive by creating policies and programs that reduce barriers to growth and ensure access to resources. The backbone of Lagos’ economy is its Micro, Small, and Medium Enterprises (MSMEs), which account for a significant percentage of employment and economic activity.

We are focused on enhancing access to finance through structured credit programs, strengthening trade linkages, and fostering innovation. Through initiatives like the Eko MSMEs Exclusive Trade Fair, we provide a platform for businesses to showcase their products, connect with potential partners, and explore export opportunities. Our collaborations with organizations such as Export and Sell USA allow thousands of Nigerian businesses to penetrate global markets.

Furthermore, we have streamlined business registration and regulatory compliance, making it easier for entrepreneurs to formalize their businesses. By reducing bureaucratic obstacles and offering tax incentives for startups, we are actively encouraging entrepreneurship and wealth creation within the state.

Initiatives to Create Jobs and Stimulate Employment in the State

One of our key focus areas is industrialization, and we recognize that job creation is intrinsically linked to the expansion of the industrial sector. Through the proposed Industrial Policy 2025-2030, we are setting up frameworks that promote local manufacturing, attract foreign direct investment into industrial zones, and enhance vocational training for youths.

Our partnership with private sector players in the manufacturing, logistics, and tech industries has facilitated job creation on a large scale. By collaborating with multinational companies and investors, we are ensuring that Lagos remains the preferred destination for industrial growth. Programs such as the Lagos State Employment Trust Fund (LSETF) are playing a critical role in bridging the gap between job seekers and employers, while our vocational and technical education initiatives equip youths with the skills needed for emerging industries.

We have also made significant progress in fostering inclusive employment. For example, the Lagos International Summit for Women MSMEs and Nanos, in partnership with WEPDIN, has empowered thousands of female entrepreneurs. These targeted interventions are helping to stimulate economic activity while positioning Lagos as a global center for industrial excellence.

Challenges

While Lagos remains a leading economic hub, we acknowledge that challenges persist. Access to finance remains one of the major hurdles for MSMEs, limiting their capacity to scale operations. Infrastructure deficits, although being addressed, still pose difficulties in certain sectors, particularly logistics and manufacturing. Additionally, the cost of energy remains a challenge for industries that require stable power supply for production.

Another issue is technological adoption among small businesses. While we are seeing progress, many entrepreneurs still struggle with digitalization, which affects their ability to compete globally. We are actively addressing this by fostering partnerships with fintech firms and technology-driven accelerators to facilitate digital transformation.

Internally, we are focused on capacity building for our workforce, ensuring that they are well-equipped to support businesses effectively. Our commitment is to continuously refine policies that foster a more conducive environment for businesses and investors.

Comparing Nigerian Professionals to their Foreign Counterparts

Nigeria has some of the most talented professionals globally. Across various industries, Nigerian professionals have demonstrated their expertise on both the local and international stage, excelling in finance, technology, medicine, and engineering. The key differentiator often lies in access to resources and an enabling environment. Given the right infrastructure, Nigerian professionals can compete with and even outperform their foreign counterparts.

Advice for Upcoming Professionals

Young professionals must be willing to adapt, continuously upskill, and take advantage of the vast opportunities Lagos offers. Resilience and innovation are key to success in a dynamic economy like ours. I encourage upcoming professionals to be resilient, adaptable, and committed to continuous learning, as numerous opportunities exist in the state for them to explore and transform into business prospects. They should take advantage of government empowerment initiatives and proactively contribute to the state’s economic development. The future of Lagos lies in the hands of skilled and purpose-driven professionals, and our administration is dedicated to supporting their growth in line with the T.H.E.M.E.S+ agenda and the LSDP 2052.

Bayo Ojo: Shaping Nigeria’s Legal Landscape with Integrity and Excellence

Chief Bayo Ojo is a distinguished legal luminary with an illustrious career spanning over four decades. As a Senior Advocate of Nigeria and Founder of Bayo Ojo and Company, he has established himself as a seasoned expert in Corporate Commercial Law, International Law, and Alternative Dispute Resolution.

A graduate of the University of Lagos, Chief Ojo was called to the Nigerian Bar in 1978 and later obtained his LL.M. from the prestigious London School of Economics. His impressive academic credentials are matched by his extensive experience in advising on major transactions and holding prestigious positions, including Attorney-General of the Federation and Minister of Justice, and President of the Nigeria Bar Association.

For Bayo Ojo, leadership is guided by a set of core values and principles. “Transparency, empathy, fairness, communication, teamwork, and striving for excellence always” are the pillars that underpin his decision-making process.

His experience as a former Attorney General and Minister of Justice of the Federal Republic of Nigeria has significantly influenced his approach to legal practice. “My time in public service was a call to duty, a great honour, and an experience I will forever be grateful for.” Despite the challenges, his commitment to delivering quality service to clients remains unwavering.

He continued, “My approach to legal practice is the same as it was before and after I left office which is working hard and trying to give our clients the best in terms of quality service at all times”.

As a Chartered Arbitrator and Fellow of the Institute of Chartered Mediators and Conciliators (ICMC), Chief Ojo emphasizes the importance of arbitration and alternative dispute resolution (ADR) in modern legal practice. “ADR reduces the workload of the courts and provides a quick and efficient resolution of commercial disputes.”

On the impact of emerging trends and technologies on the legal profession, the legal luminary stresses the need for practitioners to adapt. ” We as lawyers in Nigeria need to continue to retool and move with the times or else the train will leave us behind at the station. ICT and AI now rule the world. It used to be said that it was the future, but that future is here now and we must embrace it if we want to survive as practitioners”.

Chief Ojo identifies the lack of qualified lecturers and inadequate infrastructure in law faculties as significant challenges facing the Nigerian legal industry. “Almost every university in Nigeria today has law faculties. While having them is not the issue, the problem is getting qualified lecturers to teach and also having the requisite infrastructure like good libraries and a conducive environment to learn. Without these, you will end up producing half-baked lawyers.

“When I was at the University of Lagos for my undergraduate studies fifty-one years ago, Assistant lecturers and graduate assistants were not allowed to take students lectures. They were confined to only tutorials. But today, even youth corpers take students lectures in some law faculties”, he informed.

Away from the courtroom, Chief Ojo spends his free time undertaking philanthropic work. But what drives this commitment to giving back? For this legal profession, the motivation is deeply personal. His mother’s untimely passing from breast cancer sparked a desire to make a difference. Along with his wife who is a Justice of the Court of Appeal, he established a foundation dedicated to breast cancer awareness and support. The couple’s philanthropic efforts don’t stop there. They also embark on medical missions to rural communities, providing vital healthcare services to those in need. But perhaps most remarkable is his commitment to prison reform. Having served as Chairman of the Legal Aid Council of Nigeria from 1998 to 2004, he witnessed first-hand the injustices faced by inmates. This experience ignited a passion for advocating on behalf of those detained without trial. Today, he continues to assist prisoners in paying their fines and donates provisions to inmates.

Chief Ojo legacy extends far beyond his accomplishments. He hopes to inspire future generations of lawyers to reach for excellence. “I want to be a source of inspiration for young lawyers, to show them that they can be whatever they want to be in the profession if they strive hard and persevere,” he emphasized.

As he looks to the future, he remains committed to leaving a lasting legacy that will continue to inspire and motivate lawyers for generations to come.

In 1992, Akuvue joined Fellows Chemical Industry Ltd as a Project Engineer, later becoming the Project/Sales Manager. This position brought him into close contact with operators and regulators of the Nigerian Oil Industry. Four years later, he joined the family business, G.G.I International (Nig) Limited, as the pioneer Chairman/CEO. Under his leadership, the company evolved from a general supply company to a strong player in the Oil & Gas Sector.

November 2010 marked a significant milestone in Engr. Dr. Innocent Akuvue’s illustrious career. GGI International (Nig) Limited, under his visionary leadership, became the first Channel Partner for GE Water & Process Technologies in Nigeria. This achievement was a testament to Akuvue’s expertise as a chemical engineer and his unwavering commitment to excellence.

Throughout his distinguished career, Akuvue has consistently demonstrated a unique blend of technical expertise, business acumen, and leadership skills. His remarkable journey continues to inspire future generations of engineers and business leaders, leaving an indelible mark on Nigeria’s oil and gas industry.

In this interview, Engr. Dr. Innocent Akuvue shares his insights, experiences, and perspectives on his remarkable career, the future of Nigeria’s oil and gas industry, and the lessons he has learned along the way. Excerpts.

What is the strategy that has driven the operational success of GGI International Nigeria Limited, a leading player in Nigeria’s chemicals and specialty fluids industry?

Adopting a partnership approach rather than a purely business-like relationship with our numerous clients has been one of the major drivers of our success story. We have continuously ensured to engage our clients to understand their operational needs and consequently designed innovative solutions unique to their businesses. Again, strategic partnerships/collaborations have been key to our success in the industry so far. Over the years, we have leveraged the technical expertise and competencies of leading OEMs and major product suppliers to support our relationships with our clientele. Furthermore, the importance of continuous training and development of the workforce of any organization can never be overemphasized. The rise or fall of any business largely depends on the competence level and performance of its employee pool. We understand this and have carefully paid attention to it as well.

Can you elaborate on your approach to strategic partnerships and collaborations? How have these alliances contributed to the growth and expansion of GGI International Nigeria Limited?

As I had earlier mentioned, we have placed much premium on strategic partnerships and collaborations in our dealings in the industry. We recognize that the successes of these key partners on their own so far in the industry could not have happened if they were not competent and did not possess capacity. Hence, establishing meaningful collaborations with them will no doubt enable us to deliver on the projects with our customers. This has been proven over the years through the many feats we have achieved in the industry, thereby driving continuous growth for us. Consequently, seeing the results recorded, our partners/collaborators are more than encouraged to continue to lend us more support to keep aspiring for greater heights.

As a key stakeholder in the Nigerian oil and gas industry, what distinguishes GGI International Nigeria Limited from its competitors?

With a Vision to conduct business competitively as a Strong Player in the Oil and Gas Sector of the Nigerian Economy, we have endeavoured to engage actively and purposefully in opportunities in this sector, using the best available and cost-effective, innovative products/services to achieve our business goals. The foundation and corporate existence of GGI International Nigeria Limited remains hinged on our core values of Honesty, Integrity, Efficiency, Prompt Service Delivery, Good Corporate Citizenship, Environmental Friendliness and Safety at Workplaces. Over the years, we have ensured to be guided by the aforementioned principles in our day-to-day operations. No doubt, this has enabled us to navigate through the murky waters of the unique business environment in which we operate.

To what extent has your organization contributed to the development of local content in the industry?

GGI International Nigeria Limited prides herself as a 100% indigenous company, meaning that both the entire Staff and Management are Nigerians, though without prejudice to other nationalities. Additionally, the company has continuously made Industrial Internship Opportunities available to Nigerian Undergraduate Engineering Students. Such Industrial Internship Opportunities also exist for Nigerian Engineering Graduates in various Graduate Internship Initiatives sponsored by notable IOCs and/or the Government. Through this initiative, students’ knowledge base, especially experiential, is greatly enhanced. Furthermore, in line with the Federal Government of Nigeria’s Local Content Requirements, we own and operate a Production/Blending plant in-country in our facility. There, we are able to produce and blend chemical products in accordance with customer specifications and requirements. This helps to reduce the delivery timeline of some finished products to our esteemed clients as against if same were to be imported into the country.

As the Chairman and Group Managing Director of GGI International, how do you achieve a balance between your personal and professional life, including your responsibilities at home, in the workplace, and in your social engagements?

There is no doubt that my position as the Chairman/CEO of GGI International Nigeria Limited places on me very huge responsibilities. Hence, to always be fit for the enormous task, I adopted a daily exercise routine to which I have remained very committed. Complementary to this, I have equally maintained a very healthy eating lifestyle with regular medical care. Furthermore, I ensure to prioritize my numerous engagements personally, socially, professionally and otherwise. Depending on their various degrees of importance, I make sure to shuffle between them. I do not have the habit of jumping on all activities without always x-raying their relevance and apportioning my time to them appropriately. In all, I always endeavour to maintain a balance across the board without neglecting any area of my life.

What inspires your leadership vision in the energy sector, and how do you envision the future growth and development of GGI International Nigeria Limited?

Growing up as a young man, I have always been inspired by the quest for excellence in every endeavour of life. I have always been a firm believer in working hard and smart and never relying on happenstance in the journey to greatness. Growing through the ranks in the industry, having worked with colleagues and superiors of different orientations and professional dispositions, I set out to establish the company GGI International Nigeria Limited to be able to contribute meaningfully to the Nigerian economy, through the provision of employment as well as providing innovative solutions to various businesses in the industry. As the Chairman/CEO, I have steadily and successfully guided the company on the path of growth, attaining many major landmark achievements in her service delivery and promptly and satisfactorily completing major projects for the foremost players in the Energy Space of Nigeria. The future is indeed bright for the Oil, Gas and Energy sector of Nigeria with the recent divestments, acquisitions and mergers taking place. Government at the federal level has equally shown signs of a positive future through policy formulations and several engagements with relevant stakeholders both within and outside the country. It is my hope that all the stakeholders will leverage the recent developments to foster more cohesiveness amongst all and sundry to drive the sector to greater heights of accomplishments. On our part in GGI, we will keep abreast of the activities in the industry to remain relevant by adopting ways to evolve continuously with the changes. Currently, we have exciting young minds in our workforce who are smart, innovative and possess futuristic mindsets. Together with the experiences of their senior colleagues, both form a formidable, close-knit team who are ever ready to take on any challenge. Finally, sitting as the Chairman and serving as a working CEO with many years of experience, I remain fully committed to ensuring that the years of success recorded by GGI International Nigeria Limited do not go down the drain. Rather, the company will be guided continuously to attain greater heights of achievement in the industry.

Dr. Olumide Abiodun Oluyinka: Championing Sustainable Urban Development in Lagos State

Oluyinka

Dr. Oluyinka Abiodun Olumide is a distinguished personality and the Honorable Commissioner of the Ministry of Physical Planning and Urban Development, Lagos State. Born into the esteemed Bajulaiye chieftaincy family of Lagos Island, Dr. Olumide’s impressive educational background spans notable institutions such as Holy Cross Primary, Lagos; Methodist High School, Ibadan; Yaba College of Technology, University of Ife (now Obafemi Awolowo University), and University of Lagos.

As a seasoned professional in his field, Dr. Olumide has been instrumental in driving transformative initiatives in physical planning and urban development, prioritizing transparency, accountability, and innovative solutions to address the complex challenges facing Lagos State

Speaking on the significant successes of the Ministry of Physical Planning and Urban Development, Dr. Olumide emphasized the importance of human-driven endeavors, highlighting his initial perception of the ministry’s work attitude and customer service relationship. He expressed gladness in achieving a positive change by demonstrating good practices and leading by example. This shift has enabled officers to recognize the importance of their work in serving the population.

Dr. Olumide noted increased approvals and improved performance, citing the Lagos Physical Planning Summit that amplified the ministry’s refocus. He also assessed building approval percentages across Nigeria, finding varying compliance levels.

As the ministry continues to innovate and improve, Dr. Olumide’s leadership has set a new standard for physical planning in Nigeria. With the e-permit system on the horizon, the future of physical planning and urban development looks brighter than ever.

He explained that the e-permit system will enable applicants to comply with requirements and receive approvals online, similar to e-visa and e-passport systems. He emphasized the importance of truthful declarations by applicants to ensure the system’s success.

Dr. Olumide also shared his views on the Lagos Physical Planning Summit theme, “Rethinking Lagos”, which aligns with the Lagos State Government’s commitment to building a smart city. He informed everyone that the summit provided a unique opportunity for professionals to come together and chart a course for the future of physical planning in Lagos.

“Rethinking Lagos: A New Vision for a Regional and Integrated Mega City” align with the Lagos State Government’s commitment to building a smart city. The paradox of Lagos’ success is that our great city, the commercial nerve centre of Nigeria, the Center of Excellence, has achieved unimaginable growth and progress; but this success has also brought forth unique challenges that we all addressed in the summit.

“Lagos, with a population of over 22 million on an area of 3,577 square kilometres, about 20% of which is water, is acclaimed to have the highest rate of urbanization in Africa. The city is therefore confronted with urban decay and the threat of impacts of climate change among others”.

In a significant stride towards sustainable urban development, Dr. Olumide informed that the Lagos State Government has made notable progress over the past two decades. He noted that successive administrations have implemented a series of interventions and strategic policy initiatives addressing the state’s unique challenges.

He further highlighted that a key milestone was the preparation of 12 Master and Model City Plans, along with numerous lower-order plans, following the expiration of the Lagos Metropolitan Master Plan in 1980. Dr. Oluyinka stated that these Operative Development Plans (ODPs) form the basis for sustainable urban development in Lagos, aligning with the UN’s Sustainable Development Goals (SDGs).

“To drive investment and implementation, the government has intensified efforts to attract private sector funding. Notably, projects like the 4th Mainland Bridge, Light Rail Metro Line, Deep-Sea Port, and Lagos Airport at Ibeju Lekki have already secured significant investment.

“These initiatives demonstrate Lagos State’s commitment to sustainable urban development, prioritizing the needs of its growing population while addressing critical infrastructure challenges”, he explained.

As the CEO and founder of Hall7 Real Estate Limited, a leading real estate development company in Nigeria, he has established himself as a thought leader in the African real estate industry.

With over 20 years of entrepreneurial experience in various sectors, Olayinka has honed his expertise as a business strategist and marketing communications specialist. His academic background in engineering, complemented by an MBA from Business School, Netherlands, has provided a solid foundation for his success. Olayinka’s commitment to learning and personal development has led him to undertake several training programs, ensuring he remains at the forefront of industry trends.

Olayinka’s outstanding business acumen and achievements have earned him national and international recognition, including several prestigious awards. His dedication to excellence and innovation has solidified his position as a respected leader in the real estate industry. Excerpts…

How it began

My entrepreneurial journey began with a media firm I co-founded, which, despite challenges, taught me valuable business lessons. Concurrently, I supervised real estate projects, which fanned my passion for property development. Through many experiences, I realized that vision alone wasn’t enough—sound structure and integrity were critical. Learning from my past ventures, I founded Hall 7 Real Estate, built on excellence, innovation, and ethical practices. Today, Hall 7 stands as a leader in quality-driven real estate development, shaping the industry through its unique approach. Over the years, we have developed over 1.5 million square feet of projects, delivered over 1,000 homes, and earned multiple industry recognitions, including the Most Innovative Real Estate Company of 2024 award.

Hall 7 Real Estate Successes and Growth

Well, I’d say it’s really about consistency—progressive excellence. That has been the defining factor for us. We’ve built a reputation for delivering top-quality developments, and that’s something we never compromise on. Our clients on direct development projects would usually insist on us building their homes, they wouldn’t trust anyone else with the project. That’s the kind of trust we’ve built over the years, and it’s all because we remain steadfast in our commitment to excellence. Beyond that, we’ve also ensured operational efficiency by implementing rigorous quality control measures, leveraging innovative architectural designs, and adapting to market trends. Our project success rate is reinforced by our milestone system, ensuring seamless marketing and construction goals. For instance, we sold out our Grey Residence project in under eight weeks while exceeding construction milestone targets.

Objectives and Goals

I think we’re making good progress, but of course, there’s always more to do. We’re not at the finish line yet; we see ourselves as a work in progress. But what keeps us moving forward is our unwavering commitment to excellence, to our vision, and, most importantly, to our customers. Every day, we push ourselves to be better, to refine our strategies, and to ensure that we’re delivering on our promises. In terms of performance, our revenue growth and project completion rates reflect our progress. Hall 7 has successfully developed multiple high-profile projects, such as Brookshore, Bridge Peridot, and Imperial Vista, which have set new standards in the industry.

Comparing Nigerian Professionals to Their International Counterparts

Nigerian professionals are improving significantly, and I truly believe we are capable of competing on a global scale. The world is a global village now, and investors are no longer restricted by geography—they invest in different parts of the world. That means we have to raise our standards to meet global expectations constantly. Hall 7, for example, has incorporated international best practices in sustainability, architectural design, and customer service to match global standards.

Challenges

Building a strong corporate culture is never easy, especially when you’re bringing together people from different backgrounds. Human psychology tells us that change takes time—especially for adults. So, when you’re trying to instill a culture of excellence, it requires constant reinforcement. At Hall 7 Real Estate we consciously work on strengthening our corporate culture by implementing strategies, even policies that prevent any dilution of our values. We’ve had to be very intentional about our hiring process, making sure we bring in people who align with our values. It could prove a little challenging when we have to collaborate with organizations that don’t share our culture of excellence. But we don’t compromise—we either walk away from deals that don’t align with our values, or we take the opportunity to influence others towards higher standards. At Hall 7, integrity is non-negotiable. If something requires us to bend our principles, we’d rather not do it, even if that means delaying a project. To further strengthen our ethical culture, we have solid SOPs that uphold corporate values across all departments, conduct weekly learning sessions, and organize regular training programs that reinforce integrity at all levels of leadership.

Projections of Hall 7 Real Estate for the Future

The real estate industry is vast, and there’s so much potential beyond just residential and commercial properties. Over the next five years, we’re looking to expand into other sectors—resort development, entertainment, medical, hospitality real estate, and more. Our newest project, Cape by Hall 7, is a one-of-a-kind development featuring 31 bespoke duplexes, custom-designed for investors, along with stunning detached, linked-detached, and semi-detached duplexes in a lush, green estate. With world-class amenities like playgrounds, a skate park, a school, and a sports complex, we are also delivering fully pre-installed top standard infrastructure—including road, sewer lines, storm lines, power sleeves, water reticulation, and streetlights—all within the first 90 days. It’s an exciting journey, and we’re making strategic moves to ensure that we not only expand our portfolio but do so in a way that aligns with our core values of excellence and innovation

In addition, a fleet of over 200 petroleum product tank trucks and over 40 LPG trucks for the delivery of products to our network of stations and customers across the country.

Dr. Ogbechie’s passion for leadership in the oil and gas sector is rooted in his 33-year journey in the industry. He recounts the industry’s transformation, from petrol selling at 70 Kobo per litre in 1992 to the current prices. He noted that the industry’s evolution has been exciting and interesting, with the advent of the Dangote Refinery and the final deregulation of downstream. “My passion for leadership in the oil and gas sector stems from my 33-year journey in the industry. Upon entering the industry in 1992, I was struck by the relatively low prices of petroleum products. Petrol was sold at 70 kobo per litre, with a full tanker costing N21,000. Diesel was 60 kobo per liter, with a loaded tanker costing N18,000. Over the years, I have witnessed significant transformations in the industry”.

He continued, “One notable event was the price increase in 1994, during the Abacha administration, which saw petrol prices rise from 70 kobo per liter to N3.25 per litre. This drastic change led to a tanker load of petrol increasing in price from N21,000 to N103,000. The industry was severely impacted, and many of us were concerned about the future of our businesses. Fast-forward to today, and the price of a tanker load of petrol has risen to N45 million, illustrating the significant changes that have occurred in the industry over the past few decades.

“Today, the industry continues to evolve with advancements like the Dangote Refinery and downstream deregulation. This dynamic landscape fuels my enthusiasm for leadership in the sector”.

Speaking on Rainoil’s capitalizing on emerging trends in the industry, the alumnus of the Harvard Business School, Dr. Ogbechie, attributed the success of Rainoil to its ability to adapt to change. “Any business that has survived 27 years must keep adapting to change. We’ve remained relevant and in the forefront of the industry because we’ve kept adapting to changes, taking proactive measures to position the business to overcome those changes.”

He noted that sustaining a business for 27 years requires a commitment to adaptability. “Our company’s longevity is a testament to our ability to evolve with the changing landscape. The way we did business in 1997 when we started wasn’t the way we did business in 2007, and it wasn’t the way we did business in 2017. And definitely it’s not the way we’re doing business in 2025.

“As the adage goes, ‘the only constant is change.’ Embracing this mindset is crucial for success. I often advise others to adopt a flexible approach rather than resisting change. As illustrated in the book, Who Moved My Cheese?, change is inevitable, and it’s essential to adapt and navigate these shifts proactively.

Throughout the past 27 years, our industry has undergone significant transformations. Rainoil’s ability to remain relevant and at the forefront of the industry can be attributed to our proactive approach to change management. By anticipating and adapting to these changes, we have positioned ourselves for continued success”, he stated.

While comparing the indigenous professionals with their foreign counterparts, the astute professional noted that it is a wrong notion that foreigners possess inherent advantages in the oil and gas industry. He stressed that Nigerians have consistently demonstrated exceptional capacity and leadership in the downstream sector.

“Historically, the industry was dominated by foreign-owned companies such as Shell, Mobil, Texaco, Total, and Agip. However, through nationalization and strategic acquisitions, Nigerian-owned companies have emerged as major players. Today, the majority of downstream companies are owned and operated by Nigerians, with Total being the sole exception.

“This paradigm shift is a testament to the entrepreneurial spirit, resilience, and leadership exhibited by Nigerians in the industry. Moreover, this trend is extending to the upstream sector.

If you look at the acquisitions that have taken place recently, these are all local companies and just took over the SPDC, the Shell Petroleum Development Company, which is the onshore assets of Shell. Also, Oando recently took over some Agip assets. There are a lot of Nigerians who are stepping forward to show real leadership, both upstream and downstream.

“So, these developments underscore the growing influence and capabilities of Nigerian companies in the oil and gas industry. It is evident that Nigerians possess the expertise, vision, and determination to drive success in this sector”, he informed.

Dr. Ogbechie sits on the board of several companies operating in the financial services, oil and gas, agro-allied and real estate sectors. These include Norsworthy Investments Limited, Fynefield Petroleum Company Limited, Gobel Marine Services Limited and Eterna Plc.

Being a man of many parts and a strong believer in giving back to his roots through the Gabriel Ogbechie Foundation and Rainoil Community Empowerment Programme, he has supported several humanitarian initiatives including academic and sports scholarships, financial support to orphanages in Lagos and Abuja, provision of physical infrastructure and public amenities in local communities in Delta State, medical outreaches, and employment opportunities in Rainoil host communities.

Dr. Ogbechie praised the local content bill as one of the best policies implemented in the oil and gas industry. “One of the best policies the government came up with in the oil and gas industry was the local content bill. The introduction of the Local Content Bill has been a game-changer for Nigeria’s oil and gas industry. Before its enactment, international oil companies (IOCs) frequently outsourced jobs that Nigerians were capable of performing to foreign companies. This led to a proliferation of foreign companies providing services such as welding, which were readily available locally.

He continued, “The joint venture and production sharing contracts in place at the time allowed IOCs to pass on these costs to the Nigerian government, which would then share the remaining revenue with the companies. However, the government’s decision to mandate the use of local companies has had a transformative impact on the industry”.

Dr. Ogbechie further noted that through the Local Content Bill, numerous local companies have developed capacity, created wealth, and invested in the Nigerian economy. This is in stark contrast to foreign companies, which tend to repatriate their profits rather than invest in the local economy.

According to the native of Idumuje Ugboko in the Aniocha North Local Government Area of Delta state professional, he informed that a cursory examination of the Nigerian business landscape reveals that more than 90% of companies with large, high-rise headquarters are locally owned. “This is a testament to the economic multiplier effect of local investment and the importance of policies like the Local Content Bill in promoting economic growth and development”.

While commenting on the challenges in the sector, Ogbechie acknowledged that the oil and gas industry is not without its challenges, citing the COVID-19 pandemic and foreign exchange fluctuations as examples.

“Business is a long distance race,” he said. “It’s not a sprint, it’s a marathon. So, when you see a business that has survived for 28 years, it doesn’t mean that it’s rosy every single year of those 28 years. The only constant in life and business is change. Challenges are inevitable, and the oil and gas industry is no exception. Oil prices fluctuate, and external factors like COVID-19 and foreign exchange challenges can significantly impact the business environment.

“During the COVID-19 pandemic, the price of crude oil plummeted to as low as $10 per barrel, while the local price of petrol was subsidized at 155 naira per liter. However, when the price of crude oil dropped to a point where it became profitable to import petrol, local companies, including Rainoil, seized the opportunity to bring in petrol and sell it at a margin”.

Dr. Ogbechie emphasized the importance of maintaining a healthy work-life balance, revealing that he enjoys playing tennis and taking morning walks to stay physically fit.

He also disclosed that Rainoil is expanding its operations into agriculture with a 3000-hectare palm plantation in Delta State. “We’re producing palm oil which are selling locally and that business it’s coming out of gestation now, but it’s a very good business,” he said.

A recipient of the honorary award of Officer of the Order of the Niger (OON), the business mogul offered words of wisdom to young professionals, urging them to stay focused, disciplined, and hardworking.

“Business is a marathon, not a sprint,” he said. “If they stay the course, if they maintain what I call staying power, ultimately, they will overcome.”

What inspired you to establish Petro Extra Energy Services Limited, and what have been some of the most significant challenges you’ve faced as an entrepreneur?

Petro Extra was established to address the pressing need for local engineering companies capable of competing effectively with international service providers. Timely in its inception, the company has since developed facilities in multiple locations staffed by qualified local personnel. We have played a crucial role in advancing the federal government’s local content plan. As an entrepreneur, I have faced significant challenges, including access to capital, regulatory barriers, and intense market competition, yet these obstacles have fueled our growth.

Can you share your approach to strategic partnerships and collaborations and how they have contributed to your company’s growth?

Over the years, we have collaborated with both local and foreign companies, primarily Original Equipment Manufacturers (OEMs). This collaboration has significantly enhanced our local operations, providing our personnel with access to expert training from OEMs

What are the challenges and opportunities in Nigeria’s energy landscape?

Local contractors primarily struggle with access to project financing, as financial institutions historically preferred established companies and were skeptical about collaboration. While they often demanded extensive documentation without positive results, we have made progress and now have a few willing partners. Additionally, the energy sector presents numerous opportunities for suppliers, producers, and service providers alike, despite challenges such as inconsistent power supply, regulatory hurdles, and the need for infrastructure investment.

Comparing the Nigerian professionals to their foreign counterparts in terms of quality service delivery, do you think the foreign professionals outperform Nigerian professionals?

Previously, local personnel faced significant challenges in participating in international projects. However, thanks to technological advancements and improved access to adequate training, we are now witnessing a shift. Companies are heavily investing in the development of local talent to ensure they can compete favorably with their foreign counterparts. This investment is already yielding positive results.

My passion for leadership in the energy sector is driven by the opportunity to create sustainable solutions that address energy access and environmental challenges in Nigeria. I envision Petro Extra.

What drives your passion for leadership in the energy sector, and how do you envision the future of Petro Extra Energy Services Limited?

Energy Services Limited is a leader in innovative energy technologies, focusing on renewable resources and efficient practices. By fostering collaboration and investing in local talent, we aim to transform the energy landscape and contribute to community development while ensuring a sustainable future.

What advice would you give to aspiring professionals looking to make an impact in the energy sector?

Aspiring professionals should focus on gaining hands-on experience through internships or projects. Embrace new technologies, especially renewables, and develop skills in data analysis and project management. Networking is key—connect with industry leaders and join relevant associations to stay informed and inspired. Finally, seeking mentorship can provide invaluable insights.
