Nigeria’s domestic refining capacity is set to receive a boost of 30,000 barrels per day (bpd) as Ebenco Global Link Limited receives official regulatory authorisation from the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) to introduce hydrocarbons into its modular refinery.
The clearance marks a major operational milestone, officially pushing the facility into its final commissioning stage.
Located in Koko, Delta State, the 30,000 bpd modular refinery facility represents a key indigenous project aimed at enhancing local petroleum production and strengthening Nigeria’s energy security infrastructure.
The NMDPRA’s approval follows the successful completion of a comprehensive Pre-Start-Up Safety Audit (PSSA) conducted at the facility between September 14 and 15, 2026, confirming that the refinery meets required safety and operational standards for hydrocarbon introduction.
The company, in a statement, said the refinery will now proceed with a 90-day reliability test, including a 72-hour non-stop performance test, under the monitoring of the NMDPRA.
“The development marks an important transition for the Ebenco Refinery, moving the facility from pre-start-up preparations into the hydrocarbon introduction, commissioning and performance-testing stage.
“As commissioning activities progress, the NMDPRA pre-commissioning team will continue to provide regulatory guidance, while Ebenco is required to submit daily reports covering commissioning activities, operating performance and product quality, the company stated.
The Authority has also stipulated that prior approval must be obtained for product offtake during commissioning, while any shutdowns or safety incidents must be reported alongside their causes and corrective actions.
